The Tibor Rubin VA Medical Center is currently recruiting for one (1) Police Officer (Training Instructor), in the Police Service located in Long Beach, CA. Serves as a Police Officer carrying out responsibilities where most work is performed on Veterans Affairs Departmental properties, which includes any properties owned, leased, or licensed to VA. Duties

Duties include but are not limited to the following: Administer and/or coordinates the education and training program for a police department. Prepare training schedules, coordinates equipment, room availability, dates and/or times for on-site training and off-campus drills. Conduct classroom lectures and presentations, role-playing scenarios, and skills demonstrations. Develop, present, deliver, and coordinate courses for a training program. Change training curriculum to fit the criteria focused on jurisdiction, level of experience and complications observed. Oversee the initial and on-the-job training of all newly assigned personnel. Explain work requirements, methods, and procedures, to include providing special instructions and answering technical questions about the work. Designate tasks necessary for new Police Officers to gain experience to do work. Evaluate employee performance to identify special or additional training requirements. Coordinate with Federal, state, and/or local law enforcement agencies regarding updates in police information, procedures, and legal decisions. Coordinate the use of guest instructors from various local and/or federal law enforcement agencies, and emergency/public service agencies. Serve as the Police Department representative when attending meetings and participating in committees. Make suggestions and/or recommendations on curricula modifications based on observations and trends in the policing field. Protect individuals during any given situation against threats to personal safety when enforcing laws and regulations. Respond immediately to and engages potentially armed individuals during active threat response situations. Deescalate situations and determines when and how much force must be applied. Respond to calls for police assistance. Perform vehicular patrols as required. Enforce laws, rules, regulations, and resolving violations/offenses. Search and detain suspects. Advise individuals of their rights (Miranda, Weingarten, Garrity, etc.). Take charge of emergencies and establishes operating procedures. Serve as an on-call point of contact to direct the Police Department during natural disasters, terrorist acts, criminal activity, and other emergencies. Establish safe perimeters, evacuates personnel, and assists with crowd control operations. Respond immediately to and engages potentially armed individuals during active threat response situations. Work Schedule: Will be required to work days/nights, weekends, and holidays. Will be required to work shift work to include 8-hour, 10-hour, and 12-hour shifts depending on the staffing needs and will rotate in a fair and equitable manner. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a position GS-07 on you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Current Certified Police Officers of the VHA administration. You may qualify based on your experience as described below: Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. You will be rated on the following Competencies for this position: Education and TrainingPartneringPublic Safety and SecuritySecurityTeaching Others Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
