This position is located in Palmer, Alaska, USDA/Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses.

The selectee will report to USDA office located in Palmer, Alaska.
Duties
Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility.
Analyzes financial and credit data documents to make sound eligibility, feasibility, and credit-worthiness determinations.
Prepares written loan/grant recommendations.
Conducts evaluation reviews of State-wide performance to determine the effectiveness of the Community and/or Business Programs services provided.
Prepares written loan approval determinations or recommendations for loan approval and submits to approving official as appropriate.
Develops outreach and marketing strategic plans.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-07 grade level for consideration for the GS-09 grade level.)
For the GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS- 07; or its non-Federal equivalent that demonstrates experience assisting higher graded specialists with loan making, servicing and underwriting duties such as regularly examining loan applications, supporting documents and credit reports; experience processing loans up to the point of final approval by a specialist with loan approval authority, maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience.
For GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrate thorough knowledge and understanding of complex mortgage or business or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business loans and loans to corporate and/or municipal entities and to independently examine applications and corporate financial documents, and maintain servicing activities on a variety of mortgage and business or commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for businesses or commercial, and/or agricultural bank loans; servicing a loan portfolio of a bank and other loan association: performing financial analysis of commercial concerns for investment purposes; appraising real estate and business property to determine property valuation; or similar work; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.
Undergraduate and Graduate Education: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other field related to the position, such as agriculture, agriculture economics, farm livestock and ranch management, or rural sociology.
