The primary purpose of this position is: To serve as Airlift Mobility Liaison to plan and coordinate all aspects of operational and contingency activities, specifically C-17 aircraft planning, in support of Combatant Command (COCOM) and the USAF Air Operations Center (AOC) mission.

Duties

Plans airlift in support of COCOM Deployment and Distribution Operations Division (CDDOC) requirements for peacetime, contingency, and wartime operations. Responsible for planning, coordinating, and implementing schedules to support complex exercise and contingency mobility requirements requested by CDDOC validators. Communicates with/acts as an interface with other agencies regarding airlift planning. Performs special complex projects. Exercises supervisory personnel management responsibilities for the team. Other duties as assigned.

  • During contingency operations, frequent overtime is required as mission requirements dictate
  • Knowledge in the proper handling of classified documents is highly desirable
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Current or recent rated (pilot or navigator) operations experience is highly desired
  • Previous AOC experience highly desired

Qualifications

The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Must have the ability to obtain and maintain a Top Secret security clearance. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, National security, and public safety. This is a Term position NTE 30 Sep 2026; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist Series, GS-2101 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes broad knowledge of the contingency-planning field to deal with large-scale mobility air operations. Incumbent must have a considerable degree of knowledge of planning and coordinating contingency and daily operational requirements and working with organizations to plan, organize, and accomplish the varied, and often time critical flying requirements of COCOM; In-depth knowledge of the aircraft operational concepts and overall goals of COCOM in order to make independent decisions concerning the planning, coordinating, and scheduling of day-to-day and contingency operations; In-depth knowledge of C-17 capabilities and limitations to include range, fuel requirements, configuration, and loading and takeoff weight restrictions to ensure that proper mission scheduling has been accomplished. Also requires a thorough knowledge of C-17 aircrew requirements, such as crew duty day, crew rest and alert times, and minimum ground times for all mobility aircraft so that en-route mission requirements can be arranged and planned; Thorough knowledge of Consolidated Air Mobility Planning System (CAMPS) and Global Decision Support System (GDSS) computer programs to schedule airlift, maintain current and correct schedules, and to direct changes made to update schedules; Knowledge of worldwide diplomatic clearance requirements so that missions planned to overfly or land in countries that require clearances will be properly cleared. In cases of short-notice mission requirements, knowledge of diplomatic clearances, telephone, and message contacts to ensure that high-priority missions are not delayed; Thorough knowledge of regulations and policies that govern the organization and release of message and letter correspondence to higher headquarters and other military/civilian agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a wide range of airlift operational concepts, policies, principles, practices, objectives and applicable directives to make independent decisions and recommendations to include contingency and operational planning and execution of airlift principles, procedures and concepts. In-depth technical knowledge of deployment processes, Consolidated Air Mobility Planning System (CAMPS), automated flight management systems, and aircrew operations in the contingency and exercise environment. This includes C-17 aircraft limitations and C-17 aircrew operating procedures and restrictions. Broad knowledge of DoD and agency operations, practices, policies and procedures to effectively plan global readiness operations. Ability to interpret new policies and directives as they apply to global airlift transportation programs while adjusting work operations and program objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work. Ability to communicate effectively, both orally and in writing along with strong organizational and planning skills that ensure deadlines are met; Knowledge of safety and security regulations, practices, and procedures. Ability to effectively manage and direct transportation activities and evaluate and resolve technical issues; Ability in conducting in-depth operations/transportation studies, develop long and short-range plans, analyze findings, and recommending courses of action for meeting organizational goals PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
