This position is located in the Wireless Telecommunications Bureau (WTB), Broadband Division (BD), Federal Communications Commission (FCC) located in Gettysburg, PA. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

The incumbent serves as a senior advisor to the Division Chief, Deputy Division Chiefs, and Associate Division Chiefs, as necessary on all matters related to applications for wireless broadband services. In this capacity the incumbent is responsible for overseeing and keeping other division managers apprised of all activities related to the processing of applications for wireless broadband services, including independently evaluating processing procedures and the flow of work for the Division; recommending and implementing changes to adjust the flow of work within and outside the Division; making assignments to licensing staff; and coordinating with other offices and bureaus of the Commission to ensure consistency and efficiency.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.  GS-14 Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service.  For this position, specialized experience includes the following:  1) Providing guidance, training, technical assistance, and oversight to industry analysts to ensure the integrity of wireless broadband applications analysis process and licensing data. 2) Researching and evaluating ways to improve the electronic licensing process. 3) Researching and writing about licensing information and data to be included in reports and policy memos pertaining to wireless broadband services. 4) Interacting with various individuals such as industry and/or government officials and the public. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
