Duties
Serves as the policy expert and senior advisor concerning the review of Operation and Maintenance (O&M) of Reclamation's Dams and Levees including High- and Significant-Hazard Dams or Reclamation's Structures including buildings (e.g., administrative offices, warehouses, service/"shop" buildings, visitor centers, and dam tender residences). Serves as the primary contact for regional offices and others seeking guidance concerning the O&M of Reclamation's Dams and Levees or Structures. Collaborates with regional offices, and other offices in the review, analysis, and evaluation of the O&M of Reclamation's Dams and Levees or Structures. Coordinates oversight of the O&M of Reclamation's Dams and Levees or Structures with other offices and programs, such as the regions and Dam Safety Office, to ensure complete assessments and evaluation of the management of Reclamation's Dams and Levees or Structures. Coordinates with the Technical Service Center and others for technical support and assistance in the resolution of issues with the O&M of Reclamation's Dams and Levees or Structures. Leads the development and application of new standards for O&M of Reclamation's Dam and Levees or Structures. Formulates new Reclamation-wide policy, directives, and standards, and guidance relative to review of O&M of Reclamation's Dams and Levees or Structures. Resolves potential conflicts with standards developed by other offices and programs. Provides Reclamation-wide training for the review of O&M of Reclamation's Dams and Levees or Structures. Participates in reviews and inspections and ensures independent oversight of the review of O&M Program for Reclamation's Dams and Levees or Structures. Conducts quality review and analysis of inspection findings and recommendations to ensure consistency with policies, directives and standards, and guidance and to identify solutions to address programmatic or systemic issues.
Qualifications

Basic Qualification Requirement for the 0810 Series: To be eligible for the position, you must possess one of the following:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
Additional qualification requirement: In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the following education or specialized experience requirement - this information must be clearly supported in the resume.
GS-12: 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service. To meet specialized experience, your resume must describe one year of experience that demonstrates the following: Experience in condition assessments and understanding of O&M standards and practices. Experience in communicating effectively, both orally and in writing, to present and defend complex and controversial policies or recommendations to diverse audiences, as well as the ability to participate on teams representing a broad diversity of disciplines, practices, and opinions.
GS-13: 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal service. To meet specialized experience, your resume must describe one year of experience that demonstrates the following: Experience in condition assessments and understanding of O&M standards and practices. Experience providing advice and guidance for Reclamation and its transferred works operating entities on O&M of Reclamation facilities. Experience in communicating effectively, both orally and in writing, to present and defend complex and controversial policies or recommendations to diverse audiences, as well as the ability to lead and participate on teams representing a broad diversity of disciplines, practices, and opinions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
Selective Placement Factor: This position requires a current, valid Professional Engineering License. Failure to provide proof of such license will cause you to be rated ineligible for this position.

Education
This position does not allow substituting education for experience.
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
