The Health System Specialist is under the Office of the Chief of Staff at Truman VA in Columbia, Missouri and is responsible for providing administrative and technical direction and support to the credentialing and privileging (C&P) operations. The C&P Specialist is aligned to and supervised by the C&P Manager.
Duties
Duties include but are not limited to:
Assist the C&P Manager/Analyst in developing short- and long-term goals.
Assist in identifying the necessary resources for accomplishing assigned mission and function.
Serve as SME in the field of credentials and clinical privileging.
Inform leadership and administrative staff related to program changes, new regulatory requirements, policies and procedures.
Assist C&P Manager/Analyst in drafting local credentialing processes.
Assure Bylaws are in compliance with all applicable regulations.
Identify, research and take appropriate corrective actions.
Ensure accurate provider data is entered into and maintained in the VetPro computer program.
Ensure current information is present on providers relative to state licensure, Drug Enforcement Organization (DEA) license, National Practitioner Data Bank (NPDB)Continuous Query (CQ) enrollments and renewals, Federation of State Medical Boards(FSMB), documentation of professional education, specialty medical training, certifications, adverse licensure or privileging actions, initial and renewal of privileges.
Determine which record items may affect the status of privileges granted for medical practice.
Audit results and identify problems that may affect a provider's privilege status.
Manage provider applications (initial and renewals) for LIPs C&P within the Medical Center
Apply knowledge of medical specialties and core privileges.
Serve as technical advisor to clinical leadership related to the development of department specific privileges.
Assure that complete documentation is available to support privileges granted to providers.
Provide guidance and instruction to hospital staff in completing the required privileging documentation.
Ensure primary source verification of credentials including; state licenses, DEA license, certifications, medical specialty training and board certifications through various agencies such as the American Medical Association, NPDB, state licensing agencies, specialty certification.
Coordinate with clinical service departments on findings of clinical care competency.
Assure application packages and other documents meet technical requirements.
Communicate with LIPs to assure timely completion of applications and VetPro requirements.
Provide oversight to application process.
Analyze exceptions and deviations in process.
Determine course of action and make recommendations.
Determine processes for coordination of incoming data and documents.
Review documents and applications for omissions and inconsistencies.
Assure data entry is complete and accurate and in compliance with VHA policy.
Receive and determine course of action based on information provided.
Contact provider for omissions and/or inconsistencies in information.
Initiate primary source verification of credentials.
Analyze and manage issues related to documents for such as malpractice claims, adverse actions against licensures and/or certifications, FSMB reports and National NPDB CQ reports.
Select appropriate method of validation based on approved sources.
Determine new methodologies to carry out primary source verification.
Manage work involving the tracking of data and documents in support of the C&P operation.
Coordinate incoming data from a variety of sources
Establish protocols for incoming data and organizes computerized data sets.
Create automated systems of program-specific data to track suspense's on items.
Research and reviews related literature and regulations.
Ensure appropriate paperwork is completed accurately.
Conduct audits of provider time-limited credentials such as licenses and provider certifications.
Establish and maintains files and records pertaining to C&P.
Provide quality control checks on data.
Review quality assessment findings, risk management evaluations and malpractice claim actions to ensure appropriate coordination.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5.
For a GS-9 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR
Specialized Experience:Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups;
Government-wide, agency, and facility.
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience: For the GS-7 you must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to (under closer supervision): coordination, implementation and completion of primary source verification for all Licensed and Certified employees; maintain, receives and reviews documents in accordance with established procedures and regulations; termination of provider files, tracks receipt of verification letters through automated systems; assist service chiefs and providers with all aspects of credentialing; initiates verification requests, speaks professionally with medical staff, management, and employees; ensures application packages and other documents meets technical requirement per specialty of provider; receives and reviews VetPro reports detecting problem areas requiring further investigation; ensures accurate provider data is entered into and maintained in the VetPro computer program. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or supervisor academic achievement.
