This position is located within the Facilities Service Line, aligned under Facilities Operations for the Tomah VA Medical Center. The purpose of this job is to direct, plan, assign, and coordinate year-round maintenance and operations work for the Roads and Grounds consisting of over 60 buildings and 174 acres along with Fleet Management of over 120 vehicles a variant of heavy equipment, off road vehicles and support equipment.
Duties
Major duties:
Develops short term (daily and monthly), annual (long term), and out-year plans (strategic) for replacement, maintenance, vehicle fleet utilization, and/or modernization of exterior site areas.
Plans, directs and administers the complete maintenance program for standard and a variety of special purpose vehicles. Arranges for type and quantity of required vehicles. Administers contracts, ensuring adherence to all terms for the Fleet Center.
Plans and coordinates the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy. Through effective rotation, maintains a balanced fleet to uniformly achieve maximum use and cost efficiency.
Plan use of subordinate workers equipment, site maintenance, and materials needed on a week-to-week or month-to-month basis.
Supports emergency relief plans and operations in case of floods, tornadoes, storms, public health disasters, and catastrophes in the area.
Responsible for overseeing employees of the units in the safe operation and maintenance
(through demonstration) of all tools and equipment of the unit.
Manages a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, busses, para-transit vehicles, and special purpose vehicles to within an assigned geographical area.
Coordinates all maintenance requirements and directs service station operations for the area.
Determines when to dispose of used vehicles and equipment, and directs preparation of vehicles for turn in.
Manages and assesses the effectiveness of all financial aspects of fleet operations: Operating Funds, initiating commercial job orders, controlling vehicle operating and administrative inventory and initiating processing of billings and adjustment to customer agencies.
Analyzes overall fleet operations.
Work Schedule: Full time, Monday - Friday, 7:30am - 4:00pm.

Physical Requirements/Working Conditions: Is required to perform duties during inclement weather. Physical exertion such as lifting, bending, squatting, crawling, climbing, carrying and lifting heavy objects weighing up to 40 pounds is required for this position. Works in all areas of the facility, which on some occasions are extremely hot, cold or noisy. The incumbent may be exposed to vehicular traffic while performing duties, and good judgment must be employed in all safety procedures.
Must be knowledgeable about the proper application of all pesticides, herbicides, fertilizers and other hazardous chemicals for control of insects, rodents and handful plant and aquatic vegetation. Assigns, supervises, trains, and assists subordinators on various jobs such a proper tree and shrub pruning, pesticide application and the safe operation of equipment.
