The incumbent in this position will serve as the Director, Office of Clinical Performance and Health Impact, located in Rockville, Maryland. The Director is responsible and serves as the principal advisor to the Chief Medical Officer and expert leading national advocacy for clinical performance and creation of a monitoring and evaluation (M&E) infrastructure to assess clinical performance of Agency providers. Title 38 Market Pay is Authorized for this position.
Duties
Leadership Responsibilities:
Provides leadership and direction for the OCPHI and is responsible for the determination, development, promulgation, and evaluation of policies and procedures for Clinical performance and integrates evaluation of care delivered in all venues of care, credentialing, and peer review of provider telehealth care, the impact of Academic affiliations on clinical performance and the need for continuous learning.
Budget Justification Responsibilities:
Develops justification for the IHS budget, including clinical and preventive health, and integrates the care through telehealth and academic affiliations to enhance care delivery and clinical performance. Executes the budget lines assigned to OCPHI.
Program Management and Coordination Responsibilities:
Serves as the advocate and clinical performance subject matter expert for health care providers within the IHS to agencies outside IHS, including international health agencies, communicating their views, needs, concerns, and recommendations regarding policies, problems, practices, and procedures which could affect clinical performance and analysis of health impact.
Supervision Exercised:
As Director, the incumbent is responsible for the overall OCPHI management, budget, and direction of OCPHI staff. The incumbent defines strategies, establishes goals, and sets priorities for completion of projects, tasks, and activities by the OCPHI staff.

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, or a territory of the United States.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training.
Residency Training: 5 years of residency training in a Medical Specialty OR have equivalent training and work experience in a Medical Specialty(e.g., a senior specialist with 3-4 years of experience beyond residency training) that demonstrates the ability to provide patient care of an extremely difficult and responsible level.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing ALL of the following types of work and/or tasks:
Experience managing clinical integration initiatives to enhance clinical and health care outcomes using data extraction from electronic health records, care measures and tracer-based analysis data to guide and advise improvement measures to achieve maximum efficiency in clinical performance; AND,
Experience managing, developing and coordinating comprehensive clinical, preventive, and public health initiatives using data analytics, program monitoring, evaluation, learning and data reporting metrics, with a focus on health impact; AND,
Experience developing and implementing guidelines, standards, policies, and procedures to establish, enhance and/or transform clinical performance infrastructure initiatives to promote improved quality standards of care and safety.
Special Requirements: Possesses a permanent, full and unrestricted license to practice the health profession in a State, DC, or a territory of the United States.

Board Certification: Board Certification has been determined to be important to perform the duties and responsibilities as the Director, Office of Clinical Performance and Health Impact. Board Certified in the physician's specialty by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA) is a condition of employment.
