About the Position: Serves as the coordinator of outreach efforts and as a technical expert for activities associated with the Corps of Engineers Civil Works, Military Programs, Environmental, and Intergovernmental Interagency Support (IIS) Projects with a total value exceeding $500 million per year.
Duties
Provides advice to supervisor, and senior district leaders, higher headquarters, senior executives of other agencies, stakeholders, and the public on technical and policy aspects related to the district projects.
Leads efforts to develop a strategic plan for long-term outreach efforts, public and stakeholder involvement, and other public involvement initiatives.
Develops and coordinates District effort to increase awareness and involvement by African-American, Hispanic, Native American and other diverse communities.
Serves as a leader for interagency task forces formed as programmatic initiatives, providing timely input and fully coordinating issues with others, as appropriate.
Arranges public meetings, workshops, and coordinates committee meetings to facilitate full participation by other agencies, groups, and individuals.
Provides recommendations, prepares scopes of work and cost estimates, and manages contracts for services being obtained from consultants and other agencies.
Oversees the execution of the District’s customer survey program.
Requirements

- This position has a Temporary Duty (TDY) or business travel requirement of 10% for official duties/training.
- One year trial/probationary period may be required.
- This is a Temporary position intended to last 3 years. A temporary position may be extended to a maximum of five years and may be terminated at any time during the duration of the appointment, depending upon the needs of management.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11).
Specialized experience is defined as: Experience performing outreach program work in private and/or public organizations; communicating with stakeholders and public interest groups; and preparing drafts for review of information content to audiences including the general public.
(1) Position may be filled as a temporary promotion or temporary reassignment NTE 3 years by a current permanent Army employee.
(2) Position may be filled as a temporary appointment NTE 3 years, if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment.
Competitive procedures in agency promotion plans apply to all promotions under 5 CFR Section 335.102 and to the following actions-
(1) Temporary promotions. Competitive procedures must be used for temporary promotions more than 120 days in duration to higher graded positions (prior service under all details to higher graded positions or temporary promotions is included whether competitive or noncompetitive during the preceding 12 months).
The conditions for making temporary promotions are as follows:
(a) Temporary promotions may be extended for a definite period not to exceed 5 years.
(b) A temporary promotion may be made permanent without further competition, provided the temporary promotion was originally made under competitive procedures and might lead to a permanent promotion was made known to all potential candidates.
(c) A temporary promotion may not be used for the purpose of training or evaluating an employee in a higher graded position.
(d) When a temporary promotion is terminated, the employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay. (See 5 CFR Section 335.102(f)(1).)
(e) Selectee will be expected to sign a statement of understanding to acknowledge the associated impacts to their permanent status.
When a temporary promotion is to an organization in a different command, the losing and gaining activities must agree to the temporary promotion and decide in advance which activity will assume responsibility for placement of the employee when the temporary promotion ends. If no decision is made, the employee will return to their permanent position of record.
