The Central Arkansas Veterans Healthcare Systems (CAVHS) is seeking a full time Physician (Deputy ACOS Chief of Staff of Community Care) Position.
Duties
Recruitment/Relocation Incentive (Sign-on Bonus): May be eligible to highly qualified applicants
Pay: Competitive salary, annual performance bonus, regular salary increases

Duties:
~ Works collaboratively with the ACOS of Community Care to provide leadership and management for the community care service.
~ Services as Acting ACOS of the Community Care service and represents the Community Care service in VISN and National settings as needed.
~ Works cooperatively and supportively with the members of the executive leadership team to assure that the best possible care coordination is provided to patients who require care in the community.
~ Monitors the staffing in the CITC to ensure it is always adequate to accomplish the required tasks and program mission.
~ Works collaboratively with the CAVHS Transfer Offer, Clinical Informatics, Health Administration Service, and Clinical Services in the processes that overlap with CITC programs.
~ Implements national and VISN guidance for the Non-VA program as indicated by the ACOS.
~ Assists ACOS in reporting to the executive leadership data or information related to CITC.
~ Assists with the yearly preparation of the Community Care Service's budget and personnel planning needs.
~ Responsible for the oversight of administrative functions of the community care service.
~ Responsible when delegated by the ACOS, for approving and coordinating all non-VA, Choice, and Mission Act related clinical services.
~ Responsible for participation and oversight of compliance of all non-VA care consult titles and format.
~ Supervises the clinical consults related decisions of community care staff physicians and NP/PAs to ensure the relevant performance measures are met, compliance with applicable rules and regulations, as well as participation in system redesign activities.
~ Expected to spend 10% of his/her time in a clinical role and 90% in an administrative role.
~ Assures that organization of non-VA care consults align with required clinical and fiscal tracking, enabling make vs buy analysis for all non-VA services.
~ Assists the ACOS with the development, in collaboration with specialty services, standardized packages of clinical services that conform to national guidelines, accepted clinical guidelines, and community standards of care.
~ Assures that clinical review of all requests for non-VA care addresses eligibility, medical necessity, and availability of care within the VA System prior to approval.
~ Implements the strategic vison, as provided by the ACOS, for the direction for programs and staff in the CITC.
~ Works with CAVHS Transfer Center to develop and maintain SOPs for Patient Transfers that are following national guidelines and directives.
~ Initiates and participates in system redesign and process improvement activities.
~ Actively participates and chairs, as assigned, hospital and service level committees representing CITC.
Assists with the development, implementation, and maintenance in the following:
~ Timeliness criteria for approving, authorizing, and providing Non-VA Clinical Service. Timeliness Criteria will adhere to prescribed national timelines and business rules.
~ Electronic reporting systems capturing productivity of CITC (NVCC, Choice, and Mission Act) care program staff, assuring all requests for care are processed within appropriate timeframes, prioritized per clinic need, and completed with medical documentation of the requested service.
~ Mechanisms to assure that desired care is received by the veteran and that consults are closed when the desired care is received.
~ Relationships with Non-VA care providers so that willing providers exist throughout CAVHS catchment area for veterans requiring Non-VA Care.
~ Assists with the development and maintenance of renewed and negotiated agreements with non-VA care fee providers, Choice, and Mission Act Providers so that negotiated amounts conform to national VA guidelines and are fiscally responsible with federal government resources.
~ Established methods that assure that all documents related to non-VA care and placed and collected in VISTA imaging attached to the correct request for Non-VA Care.
~ Other duties as assigned.
Work Schedule: Monday through Friday 7:30am to 4:30pm
Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Proficiency in spoken and written English.
Preferred Experience:
~ Board Certified or Board eligibility in an ACGME medical specialty.
~ Leadership or Supervisor experience.
~ Skilled with collaborating with heath care teams.

Physical Requirements: Light lifting and carrying under 15 pounds, reaching above shoulder, walking 2-4 hours, standing 2-4 hours, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, both eyes required, hearing (aid permitted).
Environmental Factors: Outside and inside, working closely with others, working alone, protracted or irregular hours of work.
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
