The Traffic Management Specialist serves as the Wyoming Supervisor of Veterans Transportation Service (VTS) and reports to the Chief of Veteran Transportation Service. Incumbent has full delegated authority and responsibility for supervision, management and direction of all transportation elements and the following aspects of VTS at multiple locations including the Battle Creek VA Medical Center, the Wyoming CBOC and other CBOCs in a 22-county area. This position will require travel.
Duties
The position manages VTS Program activities, including patient transport, Special Mode Travel (SMT), transportation contracts, inter-facility transfers, and common carrier transportation. The position also supervises/ensures the VTS processes comply with regulatory guidance, while assuring program effectiveness. Incumbent assures and oversees the scheduling of routine, urgent and emergent transportation for Veterans, matters related to resource allocation, program development, supervision, Fund Control Point management, inter-service collaboration, community resource development with internal and external collaboration and analytical assessments. Incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veteran's access to care.
Manges Patient Transport, Special Mode travel, interfacility transfers, and common carrier transportation. The incumbent communicates with all transportation providers including VA, contract and volunteer providers.
Provides budgetary advice on the application of budget guidelines to program officials and their representatives. Develops budget estimates to be used in proposals for new programs and planning efforts as requested.
Prepares, reviews, and presents a variety of reports related to status of workload, and expenditures. Incumbent will develop and maintain new and existing sources of information to monitor transportation. Incumbent manages information using scheduling software, or other designated software.
Supervises employees providing safe and reliable transportation to Veterans, caregivers, staff, and family members. Manages staff and demand against available resources to increase Veterans access to care.
Maintains and coordinates with the facility manager. Oversees the vehicle maintenance and required documentation for the department.
Responds to safety concerns including reporting and tracking issues. The incumbent responds to Veterans concerns through systems.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
Making presentations on traffic matters before Federal, State, or local regulatory bodies.
Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
Providing advisory service involving commodity analysis from the transportation standpoint.

Certificate-Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
Working conditions: Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
