The primary purpose of this position is: To serve as an Information Security Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

Duties

For GS-09: Duty 1: Performs developmental assignments. Duty 2: Performs recurring assignments. Duty 3: Carries out special projects and participates in special initiatives and studies. Duty 4: Prepares written correspondence and other documentation. For GS-11: Duty 1: Serves as information security program specialist executing/enforcing all operational, functional, and mission assurance aspects of the program. Duty 2: Provides security guidance, training, and direction to a civilian and military work force at wing organizations and locations and serves as their wing representative for all related Information Security issues. Duty 3: Responsible for providing assistance to the Industrial and Personnel Security Program Managers, as well as the IP Chief, to ensure the three core information protection security disciplines of information, personnel, and industrial security are fully converged from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements. Duty 4: Develops, with assistance of peer security specialists, Security Awareness and Education Programs to satisfy security education and training requirements for all assigned organizations.

  • Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD
  • For GS-11: This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • Must be able to obtain and maintain a Top Secret Clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. For GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: 1) Performing moderately difficult and complex assignments consisting of well-precedented tasks in the application of occupational principles, methods, and techniques. 2) Using judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. 3) Assists in formulating program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of wing-wide information security programs and activities. 4) Using principles, concepts, and theories of Air Force Information Protection Program, and the standard practices, methods, and techniques of the occupation to perform difficult, but well-precedented information security assignments. For GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Using program metric data to monitor system health and developing long range goals to meet AF and federal statutory requirements, preparing information security review reports and providing recommendations and advice. 2) Advising project engineers, project managers, command mission leads, action officers, and effected operational officers of their responsibility to provide proper classified management guidance and specification requirements during performance of respective duties. 3) Formulating program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of wing-wide information security programs and activities. 4) Providing technical advice, training, and assistance to commanders, directorates, and security managers regarding all aspects of Information Security and the convergent effect on information security and personnel security. OR EDUCATION: GS-09: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09: 1. Knowledge of the principles, concepts, and theories of the Air Force Information Protection Program, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. 2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. 6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. GS-11: 1. Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs. 3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation. 4. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 5. Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
