Duties

This position serves as an Outdoor Recreation Planner for the Canyon Country District. Develop content for environmental and project planning documents such as resource management plans, site plans, and environmental assessments. Work with other resource specialists and planners to analyze and evaluate services, projects, programs, and/or functions of one or more outdoor recreation programs. Coordinate with managers, planners, and resource specialists to identify recreation program needs on a local scale. Participate on interagency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures. Serve as the interdisciplinary team leader for complex recreation management projects and may serve as a work leader for lower graded employees and volunteers. Research and reply to requests from special interest groups, and questions from the general public. Process, administer and monitor special recreation permits including utilizing an Access database for efficient data collection, correspondence, and billing. Utilize the BLM RAPTOR database and provide input towards the development of the agency tool. Provide high quality customer service and demonstrate refined interpersonal skills while representing the agency and the mission. Knowledge of BLM policy and regulation and consistent application for the benefit of the agency.

Qualifications

To qualify at the GS-09 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of an Outdoor Recreation Planner. Qualifying specialized experience includes: utilizes maps and other field data, conducts inventories and studies to determine recreation visitor use and site suitability; prepares recreation activity plans; assists in the analysis and preparation of environmental documents such as environmental assessments and impact statements related to recreation activities; processes special recreation use permits and performs compliance monitoring; and assists in the planning, operation, fee collection, and maintenance of developed campgrounds and trailheads. OR Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 18 semester hours may be combined with experience. To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of an Outdoor Recreation Planner. Qualifying specialized experience includes: develops, implements, and administers programs and plans for a broad range of recreation management functions such as developed site, dispersed areas, trails, wilderness, and recreation special use management; evaluates land or water areas for their recreation and related potential use on natural resource programs such as soils, water, range, cultural, and wildlife; writes and reviews National Environmental Policy Act (NEPA) documents related to recreation activities; maps and plans projects using GPS equipment and mapping software; inspects and monitors compliance of recreation permits; and processes special recreation permit applications. OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile on off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
