The primary purpose of this position is to provide on-site and virtual support to the CNRSE installations' Family Advocacy Program (FAP) serving as the Family Advocacy Representative (FAR) for the Fleet and Family Support Centers.

Duties

A. PROGRAM SUPPORT 70% Provides on site and virtual support to installation Family Advocacy Programs (FAP) serving as the Family Advocacy Representative (FAR) for the Fleet and Family Support Center (FFSC). Performs duties of the FAR including but not limited to participation in Incident Determination Committee, chairs the Clinical Case Staff Meeting (CCSM), oversees FAP case management, and ensures installation FFSCs compliance with FAP policy and guidance. Provides direct client care by serving as the primary point of contact for receiving reports of domestic violence and child abuse/neglect, identification, case management, rehabilitation/behavioral counseling and intervention. Provides program policy guidance, program development, quality assurance, training and education as they relate to the Family Advocacy Program (FAP). Develops guidance and policy through research, analysis, coordination and verification of data utilizing pertinent Department of Defense (DoD) and Navy policies and best practices. Develops technical directives and administrative procedural materials, including standards for implementation of the FAP. Provides recommendations through evaluation of program outcomes pertaining to FAP family violence prevention programming through data analyses to leadership to improve overall program effectiveness. Reviews all narrative and statistical reports relevant to the FAP and drafts analytical reports from research relevant to FAP and completes all required Navy and DoD reports. Provides technical assistance to Region FAP staff and continually updates curriculum and training. Conducts technical site visits, to assess implementation and compliance of FAP. Monitors legislative and policy changes. Represents Navy and DoD and civilian subcommittees and working groups. Researches trends and provides recommendations to supervisor/managers. Performs qualitative and quantitative analysis of pertinent data, develops findings, establishes comprehensive treatment plans, and establishes instructional design. Prepares written findings, diagnosis, and recommendations. Initiates the application of standard and accepted theories, methods, techniques, and practices in assigned area for the accuracy and reliability of the data obtained and for the basic recommendations made. Monitors FAP/clinical program compliance with higher headquarters policy instructions to ensure proper records management and documentation, to include administrative reviews, clinical care reviews and monitoring of high risk situations associated with suicide related behaviors. Develops specialized training throughout the Navy tailored to program deficits and notable trends identified from an internal needs assessment, records, and clinical care reviews. Drafts memoranda or other documentation, when required. Prepares supporting documentation in the form of spreadsheets, Power Point presentations, word documents for presentations and proposals by higher-level management. Writes and prepares correspondence, briefs, action documents, routing sheets, and point papers. Carries out professional duties in accordance with generally accepted theories, methods, techniques, and practices. B. TRAINING 30% Ensures FAP staff receive proper training to fulfill requirements of their position. Provides on-site training to those Navy installations requiring on-site support. Ensures additional training opportunities are provided through Video Teleconferencing and other web-based applications.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications

Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Knowledge and understanding of the requirements and operations of the DoD and Department of Navy (DON) programs to provide military and family members assistance, training, and education on parenting, childhood practices, and other FAP prevention initiatives. Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs. Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature. Knowledge of Federal and agency regulations, knowledge of specific organizations and missions, as well as knowledge of pertinent laws, regulations, and policy related to domestic violence and FAP. Knowledge of Navy command and organizational relationships of shore activities. Also, knowledge of organization and mission, functions, tasks of Regional Commands and activities. Ability to establish long range, intermediate, and short range plans; allocate/identify resources and provide a reporting and evaluation system to determine program effectiveness. Ability to prepare and deliver recommendations at management briefings. Ability to identify needs, trends, and performance measures to evaluate program effectiveness. Knowledge of a wide range of current professional techniques, theories, practices and procedures of clinical psychology or social work to identify problems, select and recommend appropriate practice models to use across client populations. Knowledge of dynamics and diagnostic skills necessary for family violence and suicide related behavior identification, suicide risk assessment and safety/lethality planning. Knowledge or experience in working with military families and knowledge of military community support programs. Knowledge of a wide range of current professional techniques, theories, practices and procedures of clinical psychology or social work to identify problems, select and recommend appropriate practice models to use across target populations. Knowledge and experience with qualitative and quantitative techniques for measuring and improving effectiveness, efficiency and productivity of assigned programs. Ability to communicate effectively both orally and in writing. You will receive credit for all qualifying experience, including volunteer and part time experience. Education

Must be Tier III qualified in accordance with SECNAVINST 1754.7A requirements. This includes:
  • Possession of a current, valid, unrestricted license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Social Work, Psychology or Marriage and Family Therapy.
  • Possession of a masters or doctoral degree in one of the following disciplines:
1) Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree.
2) Social Work from a school accredited by Council on Social Work Education (CSWE) or an equivalent degree.
3) Psychology from a doctoral program approved by the American Psychological Association
(APA) or an equivalent degree.
