The primary purpose of this position is to provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC). In addition, performs basic oversight and supervision for a designated classroom for ages 6 months through 5 years.

Duties

Designs, implements, and reviews activity plans. Observes and evaluates each child's health and development and reports on and maintains records of observations. Prepares and implements specialized programs for children with special needs. Provides technical guidance and leadership to junior employees assigned to assist with program activities and participates in special projects.

  • Must satisfactorily complete a physical and keep current on all immunizations
  • Training may be conducted during evening and weekend hours
  • Must be able to satisfactorily complete the required training which includes but is not limited to child abuse prevention, recognition and reporting procedures, customer service, appropriate guidance, food handling, infant/child first aid, and CPR
  • This position requires a physical/medical examination. The physical requirements of this position may include: walking, standing, bending, reaching, lifting/carrying children up to 40 pounds, rearranging furniture, and moderate exertion

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized rules, procedures or operations to perform the full range of broad clerical assignments and resolve recurring problems; skill and knowledge to operate a cash register, adding machines and other office machines; receiving payments, recording payments and completing customer receipts; and experience performing clerical duties such as creating various routine correspondence/reports, maintaining files/records, and reviewing and processing mail. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience as described in the job opportunity announcement and education. NOTE: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Child Development regulations, procedures, and processes. 2. Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development. 3. Knowledge of Child Development Center regulations, programs, and operations. 4. Ability to develop creative and innovative activity and special program plans. 5. Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing. 6. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
