Duties

This Financial Accounts Technician position is located in the VISN 12 Great Lakes Finance Service (GLFS) at the Tomah VA Medical Center, Tomah, WI. This position involves a combination of administrative support functions and technical support. Major Duties: Responsible for managing day to day administrative operations such as telephone and visitor management, maintenance of an effective and organized filing system and recording of meeting minutes. Manages the calendar of the Assistant Finance Officer and keeps track of electronic leave management and suspense tracking calendars. Organizes meetings and prepares required documents for staff upon request. Coordinates supply orders for local finance department and facilities ordering with GLFS Purchase Card cardholders. Serves as primary timekeeper for finance employees; serves as back-up timekeeper to other sites; prepares personnel actions and maintains time and leave records. Serves as an alternate cashier performing the full scope of Teller duties; responsible for cash transactions and ensuring proper receipting and depositing of all remittance. Examines daily audits to avoid delay in availability of funds; provides non-interest bearing banking service to patients. Serves as back up to the Travel Coordinator; verifying vendor codes in FMS, running and formatting weekly and monthly reports, using e-travel system, and filing travel documents. Performs a broad range of Finance duties to ensure coverage in any are of need for the office to support basic functions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Is not applicable to the GS-5 level. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-5 SPECIALIZED EXPERIENCE: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: communicating with all levels of staff both verbally and written. Organizing, coordinating, and prioritizing many simultaneous work assignments. Skill in the operation of computers and office equipment. General knowledge of associated standard operating procedures and local practices to apply regulations and precedent cases. OR GS-5 EDUCATION: Must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of a full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. TRANSCRIPTS REQUIRED OR GS-5 COMBINING EDUCATION AND EXPERIENCE: Must possess a combination of specialized experience and education as described above. TRANSCRIPTS REQUIRED GS-6 SPECIALIZED EXPERIENCE: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: communicating with all levels of staff both verbally and written. Organizing, coordinating, and prioritizing many simultaneous work assignments. Skill in the operation of computers and office equipment. General knowledge of associated standard operating procedures and local practices to apply regulations and precedent cases. Knowledge of VA Time & Attendance regulations to maintain accurate time cards and initiate accurate personnel action forms. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. There will be some walking to different locations in and around the Medical Center Campus. There would also be some bending and lifting as required in the office setting. Working the cashier's office may require standing for long periods of time, as well as lifting and carrying large sums of coins and currency.
