This developmental level position is located at the Oscar G. Johnson VA Medical Center, Iron Mountain, MI, a Level 3 Complexity VHA Facility. Advancement thru the developmental level to the full performance level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the target position of GS-1008-11.

Duties

-Prepares Government cost estimates and schedules for development of interior design studies and documents. -Researches and maintains current design resource library to include up-to-date samples of interior building finishes and materials, furniture, equipment, and product literature as well as contacts with manufacturing representatives. -Develops interior design packages for assigned projects. -Analyzes designs for user functionality, considering appropriate codes, regulations, energy usage, space utilization, operation and maintenance, aesthetics, and economics. -Interviews users to determine their functional operations regarding Interior design and equipment (furniture) needs and requirements. -Prepares interior design drawings and documents in compliance with governing criteria and project requirements. -Combines functional and aesthetic features to blend existing functional operating requirements and the interior environment.-Provides information for coordination with architectural, structural, mechanical and electrical designs. - Prepares interior design analysis and specifications related to prewired workstations (systems furniture), interior finishes and features. -Participates in meetings with contract Architect/Engineer (A/E; interior design firms for negotiation of A/E contracts or review purposes. -Reviews interior design packages prepared by A/E firms for compliance with codes, regulations, technical manuals and adequacy of interior design practices. -Serves as the Contracting Officer's Representative (COR) and enters and tracks all purchase orders relating to the interior design program. -Participates in meetings with contract Architect/Engineer (A/E); interior design firms for negotiation of A/E contracts or review purposes. -Conducts site visits during construction, prepares pre-and post-occupancy evaluations of sites at the Danville VAMC, Community Based Outpatient Clinics (CBOCs), and other off-site facilities. -Reviews construction methods, materials, safety and cost features of projects-Knowledge and skill sufficient to apply interior design concepts, principles and practices to design, review and provide construction support for projects .-Knowledge of various computer hardware and software, such as technical design, evaluation software, word processing, spreadsheets and database management. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. Also, interior design concepts, principles and practices applicable to a full range of duties concerned with the design of interior of hospital environments in order to promote employee productivity, health and welfare, and/or the health and welfare of the public. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a PhD or equivalent graduate degree or 3 full years of progressively higher level graduate education in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and possess a Master's Degree or equivalent graduate degree or 2 full years of progressively higher level graduate education in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
