Duties

This position is located in the Office of Congressional and Public Affairs, within the Director’s Office of the Federal Bureau of Prisons (BOP). Collects and evaluates information from all components of the BOP and non-BOP sources, in order to fulfill the duties and responsibilities associated with the writing, editing, production, and/or review of a variety of publications, reports, and other print-based media involving and affecting the Bureau and other correctional and criminal justice agencies and components. Composes, develops, and/or finalizes written products (e.g., speeches, Congressional testimony, publications, manuals, and documents for public distribution or for the news media and website content) that articulate and explain complex, sensitive, and sometimes controversial agency policies, programs, and operations. Reviews and finalizes written products for clarity, presentation, style, grammar, appropriateness for audience, accuracy and consistency with BOP policy, programs, and operations.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Basic Requirements: Education Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. OR Experience Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications. In addition to meeting the Basic Requirements, applicants must have the following: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. GS-12: There is no substitution of education for specialized experience for this position at this level. OR Experience: GS-11 and GS-12: At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular assessments to perform successfully the duties of the position, and that is typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11: Experience such as a writer or editor of technical reports, articles, manuals or specifications. Experience in preparing responses to public inquiries, preparing articles for newsletters, or preparing written material for presentation. Experience in applying computer based production methods including a variety of word processing and desktop publishing software. GS-12: Experience in editorial and writing concepts, principles, techniques, and skills necessary to produce material suitable for a wide range of media - newspapers, magazines, government publications, academic journals, promotional brochures etc. Experience in designing and developing publication programs, special publication series and individual documents. Experience in detailed writing standards associated with the Government Printing offices and other editorial styles for writing reports and large documents. OR Combination of Education and Experience: GS-11 Only: You may have a combination of successfully completed higher education and experience. This experience must have equipped you with the particular qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
