The Community Based Outpatient Clinics (CBOC) Nurse Manager is a registered nurse who is accountable for the clinical and administrative functions of Mankato, MN and St James, MN Community Based Outpatient Clinics. In collaboration with the Assistant Chief Nurse-CBOC, the NM assumes responsibility and accountability for the day to day clinical operations and patient flow. This includes the management, supervision and evaluation of care delivered by nursing staff and support staff in the clinic.

Duties

***Covers manager duties for both Mankato and St James Community Based Outpatient Clinics*** Plans work to be accomplished by subordinates, sets priorities, and prepares schedules for completion of work. Gives advice, counsel, or instructions to subordinate personnel on work and administrative matters. Recommends and/or takes disciplinary action where appropriate Identifies developmental and training needs and makes provision for such development and training. Determines the appropriate delegation of tasks consistent with the nurse's obligation to provide optimal care. Facilitates a high functioning team of support including MSAs, Health Techs/Aids, and clinical personnel. Facilitates professional development of clinically competent staff through training and education in care coordination, patient advocacy, therapeutic engagement, ethical conduct, and patient self determination. Strives to ensure that clinics meet or exceed pertinent performance measures. Monitors performance and ensures clinical staff have the appropriate tools and resources to meet pertinent performance measures in collaboration with the Clinic Physician Leadership. Knowledge of VHA Directives, Handbooks, Memos, Business Rules and Performance Measures, MVAHCS Policies and Standard Operating Procedures and departmental Standard Operating procedures and policies. VHA Support Service Center (VSSC) and MVAHCS Data Cell Reports, Clinic Profile Management, DSS Identifiers, Consult Business Rules, and familiarity with Joint Commission Standards, Allocation Resource Center (ARC), VERA, and Managerial Cost Accounting & Analytics (MCAA) Evaluates and identifies the operational needs of the clinics on an annual or more frequent basis and forecasts the demand for services. Facilitates the procurement of essential equipment and supplies in collaboration with Physician Clinic Leadership. Fosters a climate of clinic efficiency and continuous improvement in collaboration with Physician Clinic Leadership. Plans and evaluates the administrative functions of and implements improvements in all matters affecting operational, educational, quality improvement and organizational policy related to the clinical operations of the clinic Implements staff retention strategies such as awards and recognition, advocating for supply and equipment needs, team building, responding to suggestions and feedback, and publicly demonstrating support for staff. Develops and implements long and short-range strategic goals in conjunction with ICC leadership, forecast future needs and identify areas for further development and/or improvement of services; Identify trends and make recommendations regarding processes, policies, workflow, accessibility, quality/continuous improvement. Leads area specific tiered HRO huddles. Anticipates risks and takes action to mitigate risks, knows when to raise concerns to a higher level. Participates in the creation of the integrated organization wide capacity to continuously improve toward the goal of high reliability, predictability, prevention of harm, and standardization of best practices. Promotes Shared Decision Making and Professional Governance tenets. Manages relationship with the local Union(s), Employee Labor and Relations (HR) and management. Has knowledge of the AFGE contract, management rights and follows processes for union notification and proposal when impact and implementation issues may arise. Manages Time and Leave, is proficient with VATAS, develops a staffing plan, approves time and leave according to facility policies and demonstrates good organizational stewardship when approving OT, UT and CT. Creates a culture of Diversity & Inclusion. Demonstrates an understanding of Executive Career Field Performance Plan (ECF). Works with Nursing Leadership to achieve Nursing Service and MVAHCS Strategic Goals. Understands performance measures that are incorporated into the ECF plan. Coaches, mentors, and develops nursing staff, ANM's and new NM's. Role-models professional behavior demonstrates effective written and verbal communication skills. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: 3-5 years of recent nursing experience; experience in Primary Care, Care Coordination, and Outpatient and Leadership/Management. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
