The Program Specialist Inventory and Procurement (IPPS), Pharmacy Service must be a licensed pharmacist preferably with an American Society of Health-Systems Pharmacists accredited residency. The incumbent is responsible for the organization and management of the Pharmacy medication and equipment inventory and procurement, to ensure that the Pharmacy Service is compliant with all Federal, VHA and local regulations.

Duties

Duties of the position include but aren't limited to: Program Management 1) Utilize strict accounting practices to maintain an accurate budget. Presents to Pharmacy management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls, and new product cost impacts. 2) Collaborate with respective supervisors in oversight of day-to-day procurement operations to maintain sufficient inventory for the needs of the Medical Center, not exceeding budget allowance. Responsible for annual wall to wall inventory and monitoring any VISN inventory velocity reports. 3) Develops and implements processes and provides oversight for all Risk Evaluation and Mitigation Strategy (REMS) and Emergency use Authorization (EUA) medications. 4) Serves as an approving official (AO) for government purchase card holders in the Pharmacy Service. Approves reconciled charges and accompanying online bank approvals in time intervals specified by VHA accounting directives. 5) Provide direct management and oversight for the accountability of expired or soon-to-expire medications held for return for credit. Ensures all items are secured and monitored through the shipping date. 6) Addresses recall action items. Support Formulary Program Managers in considering cost-effective alternatives for drug shortages due to backorders or recalls. Collaborate with Pharmacy leaders, formulary managers, and providers in their respective specialties to determine alternatives for items on long term shortage. Clinical 1) Assists in planning and implementing of Pharmacy quality assurance activities. 2) Manages therapeutic plans according to best evidence or VHA and/or PVAHCS published guidelines. 3) Assists in the operations of the other areas of the Pharmacy Service including distribution and clinical work in other areas (e.g., medication order review and verification, relief help in other clinics or in the pharmacies as needed). 4) Helps achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams. 5) Works collaboratively with providers to provide pharmaceutical care to selected patients as outlined by best evidence, VHA and PVAHCS Clinical practice Guidelines. Clinical activities include histories, evaluations, outlining and executing, and monitoring pharmacotherapeutic treatment plans utilizing the most effective, least toxic, and most economical medication treatments. Administration 1) Develops, establishes, and maintains written policies and procedures defining operational requirements. 2) In collaboration with respective supervisors, oversees and assists the implementation of service level programs, including operational, educational, and research activities. 3) Maintains skills necessary to care for the aged population regarding differences in response to therapeutic agents and ability to adhere to medication management systems. 4) Ensures assigned administrative projects and reports are submitted in a timely manner. 5) Ensures the inventory and procurement programs are compliant with all regulatory and accrediting body requirements. 6) Utilizes available resources and data to continuously assess patient satisfaction and performs service recovery if necessary. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All licensed pharmacists employed in VHA in this occupation on the effective date of June 7, 1012 are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. Grade Determinations: GS-13 Experience or Education: 1 year of experience equivalent to the next lower grade level (GS-11), or Completion of an ACPE-accredited Pharm.D. AND Applicant must meet the knowledge, skills, and abilities listed below 1. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. 2. Expert understanding of regulatory and quality standards for their program area. 3. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. 4.Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. 5. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Physical Requirements: The work requires regular and recurring physical exertion, involving standing/sitting for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 50 lbs, and bending/stooping.
