You will serve as a IT SPECIALIST (APPSW) in the Federal Supplier Performance Info System of NAVSEALOGCENKYPTDIVNUWC MECH PA.

Duties

You will serve as lead or journeyman full-stack developer for NSLC Portsmouth?s Material and Supplier Quality, Past Performance, and Logistics Information Technology (IT) Systems. You will provide support for interpreting, developing, and implementing regulations, directives, policies, strategies, procedures, and business practices. You will serve as a technical software expert for providing advice for a variety of complex topics and tasks. You will design, develop, maintain, manage, and user interfaces to meet current and future customer requirements. You will apply Java, JSP, Angular, Struts 2, Spring, Apache Tomcat, Ant, JDBC, SQL, Toad or similar, create user interfaces and developing functions and procedures in databases including but not limited to Oracle PL/SQL and Microsoft SQL Server. You will perform configuration, maintenance or writing new code to improve functionality of application software and translating system requirements into application prototypes. You will analyze processes to code development planning, application, or design/ deployment of new and improving information systems solutions to meet the business requirements of customers. You will solve issues/problems with applications to include root cause and propose solutions. You will integrate new applications/IT systems to assure connectivity and user interface.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing application software utilizing various programming languages such as JAVA, HTML, SQL, etc., for system improvements and upgrades for activities utilization. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: analyzing and translating system requirements into application prototypes; and designing and developing application/systems. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing connectivity and user interfaces, debugging applications/systems, and ensuring assurance policies are in compliance. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: translate the requirements to application code specification on application input, outputs, and problem areas to functional teams or individuals. Clarifying IT policy, standards, guidelines, standard processes, and industry best practices. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Assure functionality, compatibility, and customer utility. Implement improvements in effectiveness and efficiency. Help run test plans and analyze results, review and document bug fixes; database customer support, and support customers in beta testing during operations review.
