This position serves as a Purchasing Agent for the Logistics Service within the VA Health Care System performing work to acquire supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures. This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, and units of measurement.

Duties

Purchasing Support Conducts purchasing for a VA Medical Center, and supported catchment area, under the micro purchase threshold and must have knowledge of the Federal Acquisition Regulation (FAR), VA Acquisition Regulations (VAAR) and other federal procurement laws. Purchases various equipment, supplies, and services through the use of the government purchase card for micro purchases. Reviews and edits purchase requests to ensure the item or service is adequately described based on the requester's need. Obtains necessary product information, price information and procedures for written or verbal purchase orders. Utilizes different ordering, reporting procedures, and purchasing methods depending on the type quantity, dollar value, and urgency of the requirement. Coordinates with the using services representatives regarding sources of supplies and acceptable substitutions when the standard items are in short supply or unavailable from the normal source of supply. Procurement Support Procures supplies and services to meet the purchase, rental, or lease needs of the organization and examines incoming requests for completeness including presence of purchase request number, accounting codes, item description estimated cost, and quantity. Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments. Advises approving officials and purchase card holders on purchase card program, procurement procedures and responsibilities while conducting random reviews in accordance with established Logistics and other departmental policy. The incumbent, as the subject matter expert (SME), will advise other services on the policies and procedures to establish 2237 requisitions for services, equipment and commodities. Collaborates with Administrative Officer and other office personnel to establish procurement preference goals. The incumbent monitors and examines fund control point accounts and requests additional funding for procurement needs working with direct supervisor, fund control point Service Line Chief and the Fiscal Department. Administrative Support Provides clerical support and coordination to approving officials and administrators. Performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility. Answers telephones and refers calls to appropriate staff. Uses departmental software to produce printouts for logistic and medical staff. Establishes office files and record systems. Utilize Microsoft Office to create, edit and aggregate data necessary for expense tracking and Supply Chain management reporting with the ability to use Outlook Mail features to respond to Medical Center inquiries and calendar to set up, manage, and organize meetings. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-05 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performs procurement duties such as preparing, controlling, and reviewing procurement documents and reports; verify or abstract information contained in documents and reports; contact vendors to get status of orders and expedite delivery; maintain various procurement files; resolve a variety of shipment, payment, or other discrepancies; or perform other similar work in support of procurement programs and operations. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
