This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. GS-0817-10 positions have a full performance level of GS-0817-11.

Duties

Perform hydrographic surveys using multibeam sonar and GNSS (Global Navigation Satellite Systems) Install and calibrate ADCP in vessel mounted or towed configurations Sets up, calibrates, and collects LIDAR scans using survey laser scanners mounted to tripods. Oversees field surveys, data collection in support of the District's dredging operations Operate submersible ROV to record sonar and camera imagery to inspect structures, underwater objects, and other underwater features Perform all aspects of topographic surveying, including construction of bench marks, performance of leveling to connect bench marks to site surveys Perform site surveys of buildings, parking lots, utilities, roads, and any other features necessary to define and map specific areas. Process multibeam hydrographic survey data and upload all field collected data to office processing computer system. Utilize National Geodetic Survey Online Positioning User Service (NGS-OPUS) and NGS-OPUS Projects to perform compute and adjust survey control networks

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be willing and able to take and pass a pre-employment physical and one every two years thereafter.
  • Must possess or be willing to obtain/maintain a valid state driver's license.
  • Must be willing and able to obtain their USACE Boating Safety License within one year of entrance on duty.
  • Must be able to lift up to 50 lbs.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements
  • Must be willing to travel up to 75% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience GS-10:One year of specialized experience which includes meeting TWO of the following: 1) Plan survey procedures; 2) Assist with data discrepancy resolution; and/or 3) Ensure compliance with organizational regulations and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Successfully completed Two and a half years (i.e., 45 semester hours) of graduate level education in a field directly related to the work of the position, such as Surveying, engineering, construction, industrial technology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 9.
