This position is located in the Office of the Inspector General (OIG), Commodity Futures Trading Commission (CFTC or Commission).  The OIG is established by statute with organizational independence and broad authority, with the primary objective for the Inspector General (IG) of promoting economy efficiency, and effectiveness in agency programs and preventing fraud and abuse in their administration.  

Duties

If selected for this position, you will serve as the Inspector General (IG) and keep the CFTC Commissioners and Congress fully informed about problems and deficiencies relating to program administration and operations, devise and recommend corrective actions, and report on progress of their implementation.  The IG will act as required by the IG Act and other applicable laws, with the authority vested in the IG by such law, and will perform the following major duties:

Qualifications

CT-16: In addition to the Executive Competencies and Mandatory Technical Qualifications, applicants must have demonstrated a high level of relevant professional experience in the field of law, which would allow the incumbent to perform as a peer with partners in major law firms and their equivalent.  Relevant experience is defined as significant legal experience as a licensed attorney. Must demonstrate the ability to perform at an Executive Level – see competencies below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Mandatory Technical Qualifications: Demonstrated knowledge of audit and evaluation programs, including annual audit and evaluation plans.  Demonstrated knowledge of Government Auditing Standards and professional standards, such as the CIGIE (Council of the Inspectors General on Integrity and Efficiency) Quality Standards for Inspection and Evaluation. Demonstrated experience managing, mentoring, motivating, and appraising a diverse staff, to meet program goals and objectives within available resources to efficiently carry out an agency-wide Inspector General program or similar.  Demonstrated ability to communicate effectively orally and in writing with high-level Government officials including the highest level of organizational management, representatives of interagency groups, and audiences varying widely in background, experience, and level of understanding on the results of inspections which may be sensitive, controversial and complex; and a proven ability to collaborate and sustain professional relationships and networks and to comprehend stakeholders’ interests and priorities. Knowledge of applicable laws and regulations, such as the Government in the Sunshine Act, Freedom of Information Act, Privacy Act, Administrative Procedures Act, and the Federal Records Act, as well as relevant provisions of the Commodity Exchange Act and regulations. Education

Must be a graduate of a law school accredited by the American Bar Association at the time of graduation and be a current member of a bar with a valid license to practice law in a state or territory of the United States.
