This position is located in the Office of the Director at the Cheyenne VA Health Care System, Cheyenne, Wyoming with the primary responsibility to provide support to the Medical Center Director and senior management. The incumbent provides operational support and expertise to the facility leadership, participating in executive leadership discussions, decisions, and policy-making.

Duties

Major duties include but not limited to: Functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management assignments between the services offered in the respective outpatient clinics. Oversees and facilitates the administrative management for the respective site under the Assistant Director of the South. Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division. Functions as an extension of the Assistant Director of Northern Colorado's office and professional staff, as well as other service lines, in explaining service policies and assisting staff in implementing them. Participates in regular meetings with leadership and other senior leadership to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs. Serves as a principal advisor to personnel on administrative management program issues & leasing authority. Compiles information prepares administrative reports for management briefing and sharing with work groups. Assists in preparation for various visits such as Joint Commission, Inspector General, Office of Medical Inspector, etc. Attend meetings with site team members along with the Assistant Director of Northern Colorado, often representing the Assistant Director of Northern Colorado in meetings relevant to leasing management oversight. Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures, which will increase the general flow of information and overcome bottlenecks in administrative processes. Consults with respective staff and/or personnel on progress in taking corrective action. Consults with respective staff and/or personnel on progress in taking corrective action. Reviews office needs to plan and develop budget data and justification for review and approval. Manages procurements of varying degrees of complexity, ranging from Government Purchase Card utilization to regular interface with the Network Contracting Office. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-time, Monday-Friday, 8:00am-4:30pm Position Description Title/PD#: Health System Specialist/PD125900 Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel is required. Work is performed in an office setting; however, there can often be days where substantial walking is required. This position will also support new leasing opportunities or other capital growth opportunities, which could include renovation and/or new construction, under which conditions the environment could require the need for site specific personal protective equipment. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience at the lower-level GS-9 for the GS-11 position Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized experience for the GS-12 position: Extensive knowledge of analytical and administrative principles, methods, practices and techniques, and skill in applying such knowledge in modifying standard approaches to difficult and complex issues. Knowledge of practices and principles related to health care and business administration. Ability to establish and maintain effective working relationships with a wide variety of individuals to effectively gain support for medical center, network, and Department of Veterans Affairs programs and initiatives. Knowledge and ability to organize and plan multiple priorities in order of importance or criticality. Broad knowledge of the concepts and techniques of statistical theory, analytical processes, and deductive reasoning for trend identification and problem solving. Ability to communicate in writing for a variety of purposes. Written projects produced by the incumbent include; issue papers, policy memoranda, congressional responses, charge letters to task forces, position descriptions, Network suspense's on a wide variety of topics and personnel related documents. These documents are accepted for content with only minor changes. The incumbent reports directly to the Director who provides general direction in terms of broad policy statements and general objectives to be achieved. The incumbent is responsible for determining methods to be used and approaches to be taken to resolve conflicts that arise. Results are accepted and completed staff work and are reviewed only in terms of soundness of the general design, approach and conformance with controlling management policies. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
