You will serve as an F-35 LIGHTNING PROGRAM INDUSTRIAL ENGINEER or OPERATIONS RESEARCH ANALYST in the SYSTEMS ACQUISITION GROUP, COST & SCHEDULE ANALYSIS DEPARTMENT, SUSTAINMENT COST ESTIMATING & ANALYSIS (SCE&A) DIVISION of NAVAIRWARCENAC DIV.
Duties
You will provide technical support of products and services to program office customers on behalf of the Cost and Schedule Analysis Department.
You will perform Acquisition Cost Estimating and Analysis for primarily complex systems in all phases of the life cycle (development, production, and sustainment).
You will direct and lead the day-to-day operations of the Team and perform analytical duties as required
You will ensure cost estimating/analysis principles, processes, techniques, and tools are applied properly thereby ensuring that all cost products are accurate, timely, and consistent and meet Cost and Schedule Analysis Department. quality standards.
You will develop/conduct informal and formal training sessions for junior members of your immediate team.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DP-04) in the federal service or equivalent experience in the private or public sector as a professional Industrial Engineer or Operations Research Analyst. Examples of specialized experience include the following: (1) Utilizing in-depth working knowledge of air weapon systems and sustainment cost estimating, cost modeling, and cost analysis techniques for investigating, evaluating, and projecting the cost and/or economic impact of the acquisition and operation of new and improved air weapon systems or components; (2) Providing leadership for a complex program and associated sustainment cost team or similar integrated program team; (3) Conveying technical information, orally and in writing, to support analysis and review; (4) Applying good judgement and ingenuity in making innovative interpretations, adaptations, and modifications to accepted procedures, methods or techniques; (5) Functioning as a project lead, program manager, team lead, or team member of an integrated team/group providing technical guidance to a technical workforce and meeting customer requirements for products and/or services; and (6) Providing assignments and training to junior team members in support of the customer while developing the skills and ability of the junior team members.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
0896 SERIES:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
1515 SERIES:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
