This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serves as an executive assistant and principal Secretary to members of the Command Group (Commander, Deputy to the Commander, and Chief
of Staff) of Watervliet Arsenal
Ensures office procedures meet the Command Groups needs and are consistently understood and followed in subordinate offices.
Interfaces with high-ranking military and civilian visitors, foreign dignitaries and senior Watervliet Arsenal management.
Receives and screens visitors/telephone calls for executive leader(s) and based on knowledge of leader(s) preferences determines which calls or visitors can be handled personally, which should be referred to other staff, and which can be forwarded.
Maintains records on status of correspondence and follows through to assure that required actions are accomplished.
Independently coordinates travel arrangements and accommodations for the Command Group.
Manages the Command Groups calendars with complete commitment authority for scheduling.
Assures the Command Group receives calendar updates, noting key appointments, conferences, social engagements and VIP visits and briefs them on the topic.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires a qualified typist.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:
For the GS-09 Level: One year of specialized experience which includes: (1) Performing a full range of standard clerical and administrative duties such as: reviewing and composing correspondence/documents, scheduling appointments/meetings, making travel arrangements, and/or preparing documents & forms for personnel administration; (2) Working knowledge of proper protocol/procedures in greeting and referring officials/visitors; and (3) Use of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as: letters, reports, spreadsheets, databases, and/or graphs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
For the GS-11 Level: One year of specialized experience which includes: (1) Performing a wide range of high-level clerical and administrative duties such as: reviewing and composing correspondence/documents, scheduling appointments/meetings, making travel arrangements, and/or preparing documents & forms for personnel administration scheduling and/or maintain calendar for executive leader(s); (2) Use of various office automation software programs, tools and techniques to support office operations and produce executive level documents such as: letters, reports, spreadsheets, agendas, briefing materials, and/or memorandums; (3) Planning, scheduling, and providing administrative oversight to multiple projects, taskers, and administrative functions while establishing priority of actions based on subject matter, due dates, and other pertinent factors; and (4) Providing leadership and guidance to administrative staff to ensure consistency in implementing office-wide processes and initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
