This position is located within the Compliance Program of the James J. Peters VA Medical Center in Bronx, New York performing duties involved in Office of Integrity and Compliance (OIC) audits and compliance program oversight functions.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The mission of the Office of Integrity and Compliance (OIC) Program is to serve as the principal advisor on issues of organization integrity in the business arena. You will utilize the risk management process to identify, assess, prioritize, respond to, mitigate, audit, monitor and document OIC business compliance risks associated with the revenue cycle, purchase care and facility health care activities. You will provide monitoring, auditing and reporting functions in accordance with the implementation and execution of the United States Sentencing Guidelines (USSG) and the Office of Inspector General (OIG) practices for an effective Compliance Program. Duties and responsibilities include: Conducts audits independently and/or other evaluation techniques; Identifies, prevents, monitors and assists in the reduction of business risk areas; Develops and conducts training and education programs as appropriate; Provides technical assistance in the selection of focused audits, audit methodology, development, data retrieval, compilation of finds and follow-up audits; Creates communication processes and tools; Initiates investigations on compliance inquiries, allegation fact-findings, ensuring receipt of adequate corrective action plans and following up. Utilizes compliance tracking system and/or software; Provides analysis and advice on compliance issues and possible mitigation factors; Oversees activities including review of business functions operations to ensure consistent compliance with regulatory requirements; Reviews the organizations degree of compliance in relation to the Part-Time Physicians Program; Assists in performing budgetary control audits; Develops and maintains database and spreadsheets for tracking and trending results of audit analysis; Functions as a Controlled Substance Inspection Alternate in the absence of facility Controlled Substance Coordinator; Performs other related duties as assigned. Qualifications

To qualify for this position, all applicants must meet the Basic Requirement as follows: Possess a degree in auditing; or a degree in a related field such as business administration, finance, public administration, or accounting. Display copies of degrees or course listings do not provide the information needed. ~OR~ Possess a combination of education and experience, which includes: at least 4 years of experience in Performance Auditing or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination. NOTE: Appropriate certification/documentation must be submitted at the time of application to receive credit for this option; OR Completion of the requirements for a degree that included substantial course work in auditing or accounting e.g. 15 semester hours or more). Display copies of degrees or course listings do not provide the information needed. ~AND~ In addition to meeting the Basic Requirement, all applicants must meet the following: At least one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in Federal service. Specialized experience includes performing organizational audits; preparing written reports of audit; conducting activities related to the detection of fraud, waste and abuse; examining accounts and financial records and developing recommendations of deficiencies and areas of non-compliance findings; communicating findings, either on-site or in official briefings; conducting special audits, e.g. health care compliance audits, surveys, reviews, evaluations, studies and reports. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Audit ReportingAuditingCompliancePlanning and EvaluatingTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is usually performed in an office setting. Work involves intense concentration and the incumbent must be able to work for long periods on a personal computer.
