This position is located in a Consolidated Patients Account Center (CPAC) in the organization of the Deputy Director of Operations with the position serving as the Facility Revenue Manager (FRM) located on-site at a medical facility. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network.

Duties

Serves as the Medical Center manager and subject matter expert for revenue related issues from both CPAC and Medical Center staff. Also advises and consults with counterparts and/or officials with higher and broader authority concerning problems involving work in the revenue program and its' impact on broader programs, education, training needs for staff, and training problems affecting the unit and other related programs. Provides revenue utilization review support, address revenue reported issues, and address OI&T issues as needed. Serves as the revenue educator for Veterans on service connection (SC) and/or special authority SA, repayment plans, hardships and waivers. Exercises judgment in assessing the financial position of the revenue program and areas affecting revenue generation. Analyzes potential revenue sources within the Medical Center and ensure that all MCCF billing and collections guidelines are strategically followed. Analyzes total MCCF collections in terms of productivity and percentage collected in relation to established VISN and National goals. Independently directs and coordinates the activities of all CPAC personnel assigned at the station. The Facility Revenue Manager directly supervises GS-7, and/or GS-6 employees at the FRM site. The FRM collaborates with the RUR team in determining High Dollar clinics, SC/SA requests, obtaining of medical records, serves as the liaison between RUR and the local facility personnel. Organizes Facility Revenue Tech (FRT) work activities. Monitors reports (such as Pre-Service at Risk, Post-Service at risk, Non-VA Care Billing WIP, Non-VA Care Current Activity, Prosthetics Billing WIP, Daily and Weekly Billing WIP) to ensure timely account resolution. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09 Time-In-Grade Requirement: For a GS-09 position you must have served 52 weeks at the GS-07. GS-11 Time-In-Grade Requirement: For a GS-11 position you must have served 52 weeks at the GS-09. You may qualify based on your experience and/or education as described below: GS 09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Assists in planning of daily operations of revenue functions at an assigned medical center. 2) Gathers information for monthly reports to send to Leadership 3) Analyzes potential revenue sources within a Medical Center. 4) Keeps abreast of clinical activities that have the potential to negatively affect revenue. 5) Reviews clinical information to obtain third-party insurer authorization for continuation of care and payment. OR Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work? OR GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Management Specialist position, which may be substituted to meet the experience requirements for GS-09 position?. GS 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Monitors the closing and creation, set-up, naming conventions and stop code assignments of new clinics within a facility and/or determines their designation as High Dollar such as surgeries, chemotherapy, dialysis, etc. 2) Analyzes potential revenue sources within a Medical Center. 3) Ensure that all MCCF billing and collections guidelines are strategically followed. 4) Assesses the financial position of the revenue program and areas affecting revenue generation. 5) Develops and implements programs to effectively manage patient accounts, identify potential billable cases, and optimize collections. 6) Coordinates and manages daily operations of revenue functions at an assigned medical center. 7) Develops and provides monthly reports to the Health Information Management (HIM) Chiefs - Business Office Manager (or comparable position), Compliance. OR GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Management Specialist position, may be substituted to meet the experience requirements for GS-11 position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
