If selected you provides data analytic support and technical expertise in data collection and automated field survey processes; including designing, developing and maintaining data applications and providing data.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Analyze requirements for data, determine appropriate data collection and validation, and ensure the accuracy of data and operations of data tool.
Analyzes and defines data requirements to ensure that data are derived through surveys that use data collection and data format standards per requirements.
Develops templates and queries, as well as provides, creates and develops various analysis and data reports to assist managers in determining effective responses.
Collaborates with Geographic Information Specialists to ensure that data needs align with mapping and spatial analysis requirements.
Support staffs in the applications of data to the collection and validation of assigned program and emergency data.
Provides training to personnel in the operation of systems or applications as they are implemented or as they are modified.
Recommends protocols for the sampling and handling of diagnostic/lab data, field survey data, data on control actions, data pertaining to regulatory action.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience with plant pest survey data collection and validation processes.
Experience participating in data management projects involving multiple internal and external parties using relational databases, web-enabled databases, internal systems and field data collection devices, and integrating with geographic information systems (GIS) technology.
Experience with data systems and software sufficient to make recommendations on the use of data tools to meet business needs.
Experience writing and editing information for a wide array of audiences.
Experience with presenting information to a large audience.
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree related to the work of the position as described in the vacancy announcement.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
