THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SEXUAL ASSAULT PREVENTION & RESPONSE SPECIALIST (VICT ADV) TITLE 5 INDEFINITE, Position Description Number T5555P01 and is part of the NH ARNG Command Section, National Guard.

Duties
Serves as the Joint Force Headquarters (JFHQ)-State Sexual Assault Response Specialist (Victim Advocate) for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, the incumbent under the supervision of the Sexual Assault Response Officer (State SAPR). The incumbent serves as the Domestic Abuse Victim Advocate (DAVA) providing assistance and advocacy for victims of spousal/intimate partner abuse, non-offensive parents/caregivers and victims of child abuse. This position will serve as facilitator to JFHQ-State personnel regarding victim of domestic violence and child abuse appropriate responses.
- Knowledge of a wide range of generally accepted practices and procedures associated with victim advocacy, social services delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault, domestic abuse, and other acts of interpersonal violence
- Knowledge of laws, regulations, executive orders, issues, etc., relating to victim advocacy, sexual assault, domestic abuse, and interpersonal violence
- Skill in effective development and delivery of sexual assault prevention and response training to a variety of individuals and organizations
- Ability to employ various methods and techniques typical of a sexual assault and domestic abuse victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to support/assist them in the resolution of complex problems
- Ability to function as liaison to JFHQ-State and community organizations representatives to establish, maintain, and provide effective victim support in a wide variety of situations
- Ability to provide information and one-on-one assistance to individuals under difficult circumstances using sensitivity, tact, and caring using a wide range of social science principles, practices, and techniques to effectively deal with crisis intervention, the dynamics of sexual assault and domestic abuse, and their effects, and to relate to and build trust with individuals that have faced traumatic and life changing events
- Ability to coordinate and educate Victim Advocate volunteers
- Ability to serve as the full time SAPR professional for the JFHQ-State in the absence of the State SAPR
Requirements
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must be able to assist with 24/7 phone coverage of the SAPR line.
- Selected applicant may be required to serve a one-year trial period and then convert to permanent status IAW applicable laws and OPM guidelines.
- Title 32 Technicians Only: By accepting this Title 5 appointment you will convert to Title 5 excepted service. You will not have rehire rights back to Title 32 unless you compete and are selected for a Title 32 position.
Qualifications
MINIMUM REQUIREMENTS: Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE: GS-11 - Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
DSAID certified, preferred but not required.
Must obtain DSAID certification during the probation period.
