The incumbent participates actively in the management of the Veterans Service Center (VSC) by performing administrative and technical support duties. Based on good working knowledge of the organization and substantive programs under the VSC Manager's (VSCM) control, incumbent resolves problems associated with the administrative and operational work of the office.
Duties
Within this structure, the incumbent performs the following duties:
Provide administrative support to management staff
Respond to inquiries, assist with forms, equipment request, training requests
Maintain office equipment and supplies
Maintain employee records and administrative files
Greet visitors on the phone or in person and take appropriate action
Perform timekeeper duties as necessary.
Arrange conferences, prepare minutes for meetings, coordinate travel and update budget reports.
Monitor records for disposal based on Records Control Schedule
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.GS-05 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to the GS-04 level or higher. Specialized experience is defined as experience in the following areas:
Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves two of the following (1) using computer applications to input, track, schedule, maintain and/or research information, (2) clerical and administrative experience and (3) experience relating to internal and external customers both verbally and in writing.
OR
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education you must have:
Bachelor's degree or four years of undergraduate education leading to a bachelor's degree.
OR
Equivalent combinations of Specialized Experience and Graduate Education: A combination of successfully completed post high school education and experience may be used to meet total qualification requirements. To calculate, first identify your total qualifying experience as a percentage of the experience required; then determine your education as a percentage of the education required; then add the two percentages. The total of percentages must equal 100% to qualify. Graduate level education must demonstrate the competencies necessary to do the work of the position.
GS-06 Grade Level:
Specialized Experience GS-6: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-5). Specialized experience is defined as experience in the following areas:
Must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. In addition to the specialized experience required at the GS-5 level, specialized experience at the GS-6 level is defined as work that involves two of the following: (1) using computer applications to manage leave usage, travel and correspondence, (2) collecting information, establishing facts, and taking recommended actions based on interpretation of established guidelines, and (3) receiving, processing and answering requests from the general public and local authorities.
GS-7 Grade Level:
Specialized Experience: Specialized Experience GS-7: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-6). Specialized experience is defined as experience in the following areas:
Applicant must have one (1) full year of specialized experience that equipped the applicant with the particular knowledge, skill, and abilities to perform successfully the duties of the Program Support Assistant, and that is in, or related to, the work of the position to be filled. To be creditable, this experience must have been equivalent to at least the GS-6 level in the Federal service to qualify at the Grade-7. Specialized experience is defined as work that involves two or the following:
Thorough knowledge general office operations to receive, process and answer questions and requests from; employees, supervisors, director's staff regarding timecards, general operations, availability of staff, and general taskers,
Knowledge in dealing with management level operations, regulations and principles and collecting information, taking recommended actions based on interpretation of established guidelines,
Skill in time management, multitasking and organization; knowledge of software applications such as MS Outlook, Excel, Word, and SharePoint.
NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.
