These positions are located in BLM Oregon State Office, with duty stations in the Prineville, Salem, Springfield or Tillamook field offices. Salary Range for Prineville, Springfield and Tillamook, Oregon: GS-09: $57,118 to $74,250 GS-11: $69,107 to $89,835. Salary Range for Salem Oregon: GS-09: $61,275 to $79,655 GS-11: $74,137 to $96,375

Duties

Major duties for the GS-09 level will be the same as those listed below with closer supervision. This position serves as advanced Outdoor Recreation Planner for one or more outdoor recreation programs (e.g. Wilderness, National Conservation Lands, Off-Highway Vehicles, Visitor Services, Visual Resources, Travel, Transportation, Wild & Scenic Rivers, Accessibility) in a Bureau of Land Management (BLM) Office. The position is responsible for analyzing, evaluating, and coordinating matters involving recreation planning, development, and use. At this grade level, the position is responsible for independently planning and carrying out assignments, adapting guidelines for application to specific cases or problems, analyzing the results, and recommending changes to existing procedures and methods. The position will ensure consistency with all existing regulations, policies, and directives, as well as with BLM Washington Office (WO) program direction.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-09: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) Assisting with the development and implementation of one or more recreation programs (e.g., wilderness, off-highway vehicles, visitor services, wild and scenic rivers) and ensuring consistency with existing regulations and policies; (2) Identifying recreation program needs or safety related issues and working with managers or program leads to develop and implement corrective actions; (3) Applying recreation planning concepts to identify, interpret and resolve recreation related issues in cooperation with other resource specialists or programs; and (4) Communicating recreation principles or practices to a variety of audiences to increase understanding of recreation programs and objectives. OR Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) Serving as a coordinator and/or technical advisor for one or more outdoor recreation programs to plan and carry out assignments, analyze results and recommend changes existing procedures and methods; (2) Analyzing and advising on the development and execution of recreation plans and programs, evaluating the effects of recreation use on other resource programs, and ensuring consistency with existing regulations and policies. 3) Identifying and/or documenting annual program costs related to one or more outdoor recreation programs and contributing knowledge to the formulation of an annual work plan; and (4) Coordinating work with managers, planners, program leads and/or other resource specialists to identify recreation program needs and to develop long and short-term plans to address those needs or take corrective action. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
