There are six (6) positions will be filled from this announcement. To be considered for any or all of these locations, please verify that the appropriate location is selected. Manage multiple forests and/or zones, is responsible for analyzing the fleet program, fleet and equipment purchases, management of inventory, tracking the driver/operator qualifications, data entry and other duties. Please see "Education" section for more information on each location. .

Duties

Duties are at the full performance level. Oversee administrative procedures pertaining to the processing of vehicle and equipment requests, equipment inspections when vehicles are purchased and prepared for excess, preparing vehicles for assignment, utilization, replacement and disposal. Participate in annual work planning, establishment of work programs, and review/evaluations of fleet management operations. Ensure updates are made to the Equipment Management Information System (EMIS) and the fleet Working Capital Fund (WCF) or similar equipment tracking and financial system. Prepare specifications and clauses to be included in contracts for maintenance and repairs. Determine vendors to be used for vehicle maintenance repairs using past vendor?s performance. Provide advice to managers and supervisors on procedures and policies related to fleet management. Respond to inquiries from potential bidders and release vehicles to successful buyers after documentation is presented. Perform business development and liaison duties in the promotion and marketing of fleet equipment repair services and products. Conduct transportation and fleet studies to make recommendations for improvement by looking at records of use, replacement program, holdovers, costs, etc. in order to meet the unit?s transportation equipment needs. Make recommendations to managers on vehicles and equipment replacement needs based upon maintenance costs, age, use, condition and needs of the project. This position performs supervisory duties 20% or less of the time.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work with major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. Examples of specialized experience includes three or more of the following: Assisted in coordinating, planning, and evaluating a vehicle fleet and equipment management program on a long-term basis, to ensure the fleet program is effective and efficient; Communicated with senior fleet manager or other senior unit management officials regarding efficiency of a fleet and equipment management program; Gathered data to track a fleet and equipment management program and prepared written communication on ways to improve the program; Assisted in the coordination and facilitation of a fleet and equipment management program and assisted with tracking budget/expenditures; and/or Completing routine data collection on utilization of fleet, problems with equipment, and accident reporting. For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-9 grade level; Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work with major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. Examples of specialized experience includes three or more of the following: Participated in the coordination, planning, and evaluation of a fleet and equipment management program on a long-term basis, to ensure the fleet program is effective and efficient; Advised managers and employees on routine operations of a fleet and equipment management program; Gathered data to track a fleet and equipment management program and prepared written communication on ways to improve the program; or Participated in the coordination and facilitation of a fleet and equipment management program that included managing budget and expenditures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
