This position serves as a supervisory budget analyst for a major component of the Forest Service, such as a region, research station or headquarters office.

Duties
Develop and monitor financial internal control procedures to improve operating effectiveness and maintain the integrity of financial information.
Provide technical leadership in the development of cost estimates associated with annual and long-range budget requests.
Administers funds by monitoring planning of program of work by subordinate organizations, such as forests and/or research labs.
Analyzes historic data and current trends to resolve complex problems of predictions and forecasting which result from uncertainties or changes in operating programs.
Make formal presentations of findings and recommendations to top levels of management.
Participate in discussions, such as conferences or meetings, to justify, defend, negotiate, and/or settle matters that involve significant or controversial budget/financial issues.
Provides managers with procedural and regulatory guidance concerning availability of or limitations on the use of funds.
Allocates funds and performance targets to subordinate organizations through an automated system.
Conduct annual year-end close out reconciliation with accounting records.
Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit?s work.
Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees.

Requirements

Qualifications

Specialized Experience Requirement: For the GS 13: One year of specialized experience equivalent to at least the GS-12 level in federal service. Experience must have been related to the work of the position for which application is made. To qualify at this grade level, your experience as documented in your resume must meet at least one of the following: Planned, developed, and effectively managed vital aspects of the agency's budget execution system; Provided advice and recommendations for budgetary actions and formulated budget estimate for multi-year programs; Reviewed, analyzed, and interpreted existing and proposed budget legislation, appropriating language, and executive orders for upper management; Effectively communicated (written and oral) with employees and internal / external customers to meet budget execution goals; Exercised significant responsibilities when working with units or organizations on budget issues, and/or advised management officials.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
