This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Public Affairs Specialist, you will serve as the principal public affairs representative for the CBFO with responsibility for planning, developing, implementing and maintaining an effective information/communication program between the organization and its various publics on related problems, activities or issues.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Agreement.
  • Applicants must have at least a fully successful or equivalent performance rating for the most recently completed rating cycle to receive further consideration for this position.

Qualifications

GS-13: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting ALL of the following: Completes Public Affairs duties such as research, write, and edit various sources (i.e. news releases, publications, web and digital content, reports, brochures, presentations, announcements, speeches, visual data products and other informational materials) for the media. GS-14: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as meeting 01 of 02 of the following: Developing and coordinating public affairs and informational programs (i.e. communications, outreach, and promotion materials) to present complex information to the public. Independently preparing or reviewing and editing press or informational releases for distribution to various outlets (i.e. news media and to the public, including articles, op-eds, fact sheets, talking points and other materials) on energy or environment matters. The OPM Group Qualification Standard for this position is: General Schedule Qualification Standards (opm.gov) "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
