About the Position: Located in a high profile, fast paced environment. This position supports the Assistant Chief of Staff, Department of Special Assistants, Office of the Executive Secretariate at the Walter Reed National Military Medical Center, Bethesda, MD. Participates in the planning, coordination, and execution of the day-to-day administrative operations of the Assistant Chief of Staff.

Duties

Research documents, forms and associated reporting systems and procedures to provide assistance and authoritative guidance in the implementation of new systems and necessary updates for the Medical Treatment Facility (MTF). Provides guidance on issues dealing with specialized areas such as administrative, budget, procurement, personnel management, and contract management. Tracks and manages administrtive correspondence and awards; assist staff with appropriate processes for correspondence and awards. Develop, implement and evaluate administrative techniques to facilitate the forms and issuances/instructions management process. Collaborate with multiple agencies to ensure legal sufficiency within instructions. Utilize recognized general management methods; the military command structure, missions, programs and organizations relationships of DOD, DHA, and other Federal Government Agencies, to ensure compliance. Utilize a variety of automated systems such as AUTONOA, Timekeeping, Virtual Platforms, and Civilian Personnel Data System to perform administrative functions. Present controversial recommendations and/or sell new ideas and concepts for administrative program management. Generate/develop correspondence, awards, reports, respond to inquiries, and other related administrative documents. Resolves critical conflicts within the MTF by providing the appropriate policies to ensure compliance throughout the MTF.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes managing administrative issuances/policies and correspondence related documents; resolving discrepancies in administrative policies to ensure compliance; tracking and managing correspondence, awards and departmental budget; assisting staff with editing and review of final awards and correspondence submission; providing training and support to multiple departmental staff regarding the process of updating the medical centers policies and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources, or Healthcare Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (orequivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
