You will serve as a IT SPECIALIST (SYSTEM ANALYSIS) in the USMC of MARINE FORCES PACIFIC.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will manage collaboration efforts with stakeholders to analyze needs, develop learning objectives, and design deliverables that meet Knowledge Management needs while using commercial and joint service best practices.
You will design and facilitate meetings or forums that promote knowledge sharing.
You will effectively provide data management support services; building, operating, and maintaining theater wide command Knowledge Management business processes, content management support, and portal policies/governance support.
You will review programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and that directions and schedules are accomplished in a timely manner.
You will research trends, technological changes, and interpret broader guidelines to modify and/or develop more specific guidelines relative to the specific issues to the installation and Knowledge and Information Management Plan.
You will make recommendations for actions when adjustments or a different course of action is necessary.
Requirements

- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You must obtain the required credentials within 3 years of appointment and maintain those credentials as described in DoDI 8140.03 for DoD Cyber Workforce Framework role of 411-TECHNICAL SUPPORT SPECIALIST proficiency level INTERMEDIATE.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is eligible for full time telework. Your pay will depend on your geographic location.
Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: managing the implementation and collection of Information Exchange Requirements (IER) for installations and external services, specifying who, what, when, and how information needs to be exchanged. Identifies the information flow details, classification requirements, and all programs of record solutions used support the information exchange.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing technical collaborative support to end uses on Knowledge Management (KM) tools, forms, workflows, and SharePoint portal assets.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: effectively manage theater and command level project and stakeholder meetings, drive discussions to conclusion, and keep initiatives on track in support of theater efforts in support of Knowledge Management Officer (KMO).
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: researching trends, technological changes, and interpret broader guidelines to modify and/or develop more specific guidelines relative to the specific issues.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector: As the Knowledge Management Program Manager you will be responsible for reporting, tracking, and developing projects on various systems; the creation, dissemination of knowledge and information assets, including documents, multimedia content, and other form of government assets; AND collecting, cataloging, and maintaining exchange of information between different internal divisions or external service partners.
