The Minneapolis VA Health Care System is recruiting for 1 full-time Supervisory Occupational Therapist for the Rehabilitation and Extended Care Service Line who will provide program oversight and supervision of rehab therapy staff (PT, OT) assigned to the Community Based Outpatient Clinics. This vacancy may be filled by either a Physical Therapist or an Occupational Therapist. The position will be located at one of the Minneapolis VAHCS CBOCs. Salary will be based on the selected location.

Duties

The MVAHCS is a Complexity Level 1 facility serving a wide range of populations and geographic areas within Veterans Integrated Service Network (VISN) 23. The incumbent provides supervision of rehab therapy staff and program oversight within the Occupational Therapy Section of the Physical Medicine and Rehabilitation Service (PM&RS) and is primarily responsible for rehab therapy staff (PT, OT) assigned to Community Based Outpatient Clinics (CBOCs). Incumbent is responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the section. He/she demonstrates autonomy in performing supervisory responsibilities that include, but are not limited to, assigning work to employees, monitoring workload and clinical volume, reviewing work of employees to assure accuracy and validity of submissions, assuring adequate clinical staffing, imposing disciplinary measures, and monitoring clinical privileges. He/she is required to provide overall clinical supervision that assures the proper coordination and delivery of care within the service and the facility. The incumbent will serve as a liaison between administrative and clinical staff and have the ability and skill to work with diverse clinical and administrative personnel. The incumbent will work collaboratively with discipline Chiefs in managing assignments, monitoring clinical duties/volume, managing program outcomes, and providing clinical support for both inpatient and outpatient services. The incumbent is responsible for strategic planning and initiatives within PM&R/REC ICC and concurrent with other discipline Chiefs. This position includes clinical duties up to 75% of the time. He/she is responsible for the care and treatment of patients referred to the Occupational Therapy Section of the Physical Medicine and Rehabilitation Service (PM&RS). As a CBOC therapist, incumbent is skilled and proficient in the direct access model delivery of Occupational Therapy. Incumbent shares knowledge with medical staff and residents with the CBOC Patient Aligned Care Teams (PACT). Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and/or Experience. (1) The individual must meet at least one of the following requirements below: (a) Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy. or (b) Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy. or (c) Master's Degree or higher in occupational therapy. (2) Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation. Box 31220, Bethesda, MD 20824-1220. Certification. Candidates must possess a current NBCOT certification as an OT. State Licensure. Candidates must possess a full, current, and unrestricted state license, to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia. English Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Supervisory Occupational Therapist Education, Experience, and Licensure. Completion of one year of experience equivalent to at least the GS-12 grade level and directly related to the position being filled, which is defined as: Working knowledge of occupational therapy principles and techniques consistent with current clinical standards based on OT theory and evidence based practice. Knowledge is inclusive of physical, occupational, cognitive, and psychosocial functional deficits; Collaborating and communicating orally and in writing with all internal and external stakeholders; Using critical analysis, clinical reasoning, and creativity to independently solve complex problems related to adapting and modifying assessments, treatment plans, activities and procedures to meet the needs of patients; Procuring, fabricating, adjusting, adapting, and modifying orthoses, splints, and adaptive equipment for activities of daily living (inclusive of durable medical equipment); Conducting OT related in-service and clinical training. Demonstrated KSAs. In addition to the experience above, the candidate must demonstrate all of the following KSAs: -Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. -Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality performance, and productivity within the service. -Skill in dealing with employees, team leaders, and managers to include conflict resolution. -Ability to utilize evidence-based practices and clinical practice guidelines in a professional area and to guide the staff in applying these tools. Preferred Experience: Clinical experience in a Community Based Outpatient Clinic is preferred. All qualifying experience you possess must be clearly described in your application package. It is strongly recommended that you write to each KSA in your application package. Assignment. Supervisory OTs at this level are generally found at complex facilities. The supervisory occupational therapist is responsible for the supervision, administrative management and direction of the occupational therapy program in an OT section or equivalent work group. They have oversight for planning and directing the staff assignments in a variety of clinical settings. The supervisory OT provides a Veteran/client centered environment while enhancing staff engagement. Typical duties include: assigning work; monitoring clinical performance; resolving staff conflicts; identifying continuing education and training needs; and preparing performance standards and ratings. They interview candidates for positions; recommend appointments, advancements, or when appropriate, disciplinary actions; administer leave; and coordinate staffing needs. Supervisory OTs may provide occupational therapy and have capacity to care for more complex patients. They develop/initiate new treatment programs which integrate outcomes and advancements in practice from current research findings. The supervisory OT serves as an instructor in the facility's in-service clinical training program. They serve as an advocate and resource consultant to the therapy staff and facility-at large through communication with other departments, physicians, external agencies and other groups regarding programs and operation of the occupational therapy section.
