This position functions as a Recreation Aid NF-0189-01 for Commander, Navy Installations Command NCBC Gulfport in the Fitness, Sports, and Deployed Forces Support Branch. This is a developmental position to the full performance level of NF 0189 02 Recreation Assistant Lifeguard. Upon successful completion of all requirements associated with the NF 01 level, the incumbent may be non competitively promoted to the NF-02 level. NF-02 will apply after 6 months of professional experience.

Duties

Recreation Aid-Year round (Lifeguard), NF-0189-01 Statement of Difference At this level the incumbent will be subject to closer supervision. The supervisor, lead, or Recreation Assistant (Lifeguard) provide significantly more instruction, training, and guidance for assignments, planning and carrying out assignments, and choosing provisions of applicable guidelines or regulations. Work is closely checked by the supervisor, lead, or Recreation Assistant (Lifeguard) for satisfactory fulfillment of instructions. Incumbent will have limited latitude to make independent decisions, as procedures require strict adherence to guidelines and precise attention to detail. Deviations or proposals for changes to procedures require supervisory approval. Guidance will become progressively more general as the incumbent approaches the full performance level. Upon successful completion of all requirements associated with the NF-01 level, the incumbent may be non-competitively promoted to the NF-02 level. Recreation Assistant (Lifeguard) - NF-0189-02 Pool and/or Waterfront Lifeguard duties comprise 60% of incumbent's time and include but are not limited to: Performs all pool and/or waterfront lifeguard responsibilities (e.g., supervising swimmers/patrons and their activities, monitoring all natural water activities, applying first aid, enforcing safety rules, reporting safety hazards to supervisor, performing water rescues as necessary, etc.). Observes conditions of area assigned (e.g., possible hazards, water/chemical conditions, wind and weather, etc.) to ensure a safe environment, removing hazardous materials when necessary (e.g., floating debris, glass, etc.). Performs rescue work, promptly renders cardiopulmonary resuscitation (CPR) or emergency first aid, and calls for medical assistance as necessary. Conducts and documents pool chemical testing results. Checks chlorine and pH levels on a scheduled basis; notifies Certified Pool Operator or supervisor of chemical imbalances; adjusts chemicals as directed. Documents marine life, water conditions and weather conditions. Marks swim and surf areas with a flag system. (Waterfront Only) Operates rescue vehicles (e.g., personal watercraft (PWC) rescue craft, patrol boats, automobiles, etc.), as needed. (Waterfront Only) General duties comprise 40% of incumbent's time and include but are not limited to: Administers aquatic assessment testing and certification in accordance with Department of Defense (DoD), Department of the Navy (DON) and CNIC policy. Provides introductory equipment orientations, as needed. Checks identification cards for authorized patrons and collects usage fees, if applicable. Serves as the primary liaison between the activity, security, medical departments, and Aquatic Coordinator during emergency situations. Performs cleaning duties (e.g., basic janitorial services, vacuuming, skimming, etc.) and routine facility maintenance as assigned by Aquatics Coordinator. Inspects stands, boards, ropes, safety gear and condition of the dressing rooms, ensuring they are within the condition required by environmental health standards. Informs supervisor of deficiencies. Uses and maintains care of emergency equipment (e.g., specialized kits and bags, backboards, suction devices, splints, stretchers, monitoring equipment, etc.). Enforces applicable policies and procedures of Morale, Welfare, and Recreation (MWR) regarding the use of Aquatic facilities and waterfront operations. Prepares accident/incident reports during emergency situations. Notifies management of all emergencies immediately. Works with hazardous materials (e.g., cleaning agents, pool chemicals, etc.).

Requirements

• Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
• Must meet federal suitability requirements including successful completion of background investigation.
• Work is performed both indoors and outdoors, without a fixed schedule. When outdoors sun and eye irritation exposure may occur.
• Irregular working hours may be required to include early shift, late shift, evenings, weekends and holidays when the need arises.
• Wearing of protective clothing and equipment may be required as situations warrant.
• May be required to lift and carry swimmers varying in weight and size.
• Must be ready to respond to emergency situations at all times.
• Applicant must have a current Lifeguard certification and must be CPR certified to be considered. VERIFICATION OF BOTH MUST BE SUBMITTED WITH YOUR APPLICATION.

Qualifications

NF-01 Lifeguard Must be currently certified n Lifeguard Training/CPR for the Professional (Title 22) and Standard First Aid by the American Red Cross or equivalent. Ability to pass both a skills and written test and swim 300 yards. Ability to size up emergencies and adopt effective courses of action. Ability to communicate both verbally and in writing. Ability to understand and comprehend rules, regulations, policies and procedures. Ability to maintain excellent public relations and capably exercise control over a group of people. Uses tact when interacting with the public and staff. Understands, practices and teaches water safety, emergency response and life support. NF-02 Lifeguard Must be currently certified n Lifeguard Training/CPR for the Professional (Title 22) and Standard First Aid by the American Red Cross or equivalent. Ability to pass both a skills and written test and swim 500 yards. Successfully demonstrates swimming technique for basic strokes. Ability to size up emergencies and adopt effective courses of action. Ability to communicate both verbally and in writing. Ability to understand and comprehend rules, regulations, policies and procedures. Ability to maintain excellent public relations and capably exercise control over a group of people. Uses tact when interacting with the public and staff. Understands, practices and teaches water safety, emergency response, self-survival and life support. Knowledge, practice and compliance with safe handling, storage and disposal policies related to hazardous materials and bio-hazardous materials. Routinely uses personal protection equipment provided. At least six months of professional experience.
