About the Position: This position is located at US Army Cadet Command, Headquarters, G4, Fort Knox, KY.
Duties
Receives written requests for centralized procurement of supplies and services for the command.
Administers firm fixed price service or supply contracts for the command.
Assists in the management of all aspects of the Government Purchase Card (GPC) program to include developing training materials, clarifying and explaining regulatory and policy changes.
Ensures compliance with applicable laws, Army regulations, Common Table of Allowances, Table of Distribution and Allowance, Federal Acquisition Regulations, and fiscal policies.
Advises command personnel on documentation requirements and regulations covering all aspects of procurement.
These duties are at the full performance level??GS-11. The duties at the GS- 9 will be developmental.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires temporary duty (TDY) travel up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional Certification within 36 months of entrance on duty.
- Personnel security investigation required.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience for GS-9: One year of specialized experience which includes: (1) Reviewing contract and/or procurement documents for accuracy and completeness; AND 2) Maintaining document files in appropriate automated systems; AND (3) Assisting with developing new or improved automated contract administration applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for GS-11: One year of specialized experience which includes 3 of the 4: (1) Developing new or improved automated contract administration applications; (2) Evaluating reports as a basis for developing agency policy guidelines, operating procedures, and efficient and effective processes; (3) Performing in-depth reviews of pre and post award procurement processes; (4) Providing guidance to lower graded employees in developing standard requirement actions IAW regulations, guidance, and established procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages.
