The Assistant Secretary of Defense, Industrial Base Policy (ASD(IBP)) is responsible for analyzing the capabilities, overall health and policies concerning the industrial base on which the Department relies for current and future war fighting capabilities and requirements. INDPOL leads the Department's insight and oversight of the industrial base in order to facilitate readiness, competitiveness, innovation, and financial stability.
Duties
Incumbent typical work assignments may include the following:
Advises senior leadership on all international armaments cooperation defense programs with assigned allied and friendly nations.
Continually assesses the technical and military aspects of research, development, and acquisition plans, programs and activities of all U.S. and those nations.
Analyzes policy options and recommends cooperative research, development, acquisition, and logistic support policy and programs requiring decisions at the highest DoD and U.S. Government levels.
Analyzes policy options and recommends to Director International Cooperation (IC), DoD-wide policies with respect to armaments cooperation activities with assigned allied and friendly nations in the research, development, testing, evaluation, production, and sustainment of military equipment.
Monitors the implementation of international armaments cooperation policies by the DoD components.
Implements policies and programs established by the President and Secretary of Defense for strengthening defense equipment acquisition cooperation and coalition interoperability.
Requirements

- Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration)
- This position is subject to provisions of the WHS/OSD PPP Pilot Program
- May be required to successfully complete a probationary/trial period
- Must be determined suitable for federal employment
- Must obtain and maintain a Special Sensitive (TS/SCI) clearance
- Required to participate in the direct deposit program
- This position is subject to pre-employment and random drug testing
- May be required to travel for this position.
- DAWIA (Back to Basics) Certification: Position requires DoD Acquisition Program Management Practitioner level certification within 60 months of entry into position and must acquire 80 Continuous learning Points every 24 months.
- Critical Acquisition Position: Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.

You may qualify at the NH-IV (GS-14/15 equivalent) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service (experience may have been gained in the military or private sector) that demonstrates your ability to:
1. Oversee international cooperative research, development, testing, evaluation and logistics support agreements and policies.
2. Apply DoD strategic planning, defense requirements planning, acquisition policy, and project development for industrial base facilities.
3. Facilitate and leads negotiations for the development of international cooperative agreements and formal documents with allied and friendly nations.
4. Establish international cooperative programs and agreements for research, development, testing, production and sustainment activities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
