Serves as the CT/X-ray Supervisor with extensive radiographic and CT imaging knowledge and is administratively and professionally responsible for assisting, planning, and directing the CT and General X-ray staff affiliated with the medical center and outpatient clinics. The incumbent will have supervisory responsibility in the absence of the Diagnostic Imaging Supervisor for all imaging staff in Diagnostic Imaging in CT, MRI, Ultrasound, Nuclear-Medicine, General X-ray and DEXA sections.

Duties

The incumbent is the CT/X-ray Supervisor for Diagnostic Imaging Service and has full responsibility for technical aspects and patient care functions within the CT and General X-ray sections. The incumbent has direct supervisory responsibility, in the absence of the Diagnostic Imaging Supervisor or Service Chief over any lead technologists in these sections at the Spokane VAMC. Some of the roles, duties, and functions include: Responsible for the performance of employees within the CT/X-ray Diagnostic Imaging Service. Interview and evaluate candidates for CT/X-ray positions in the service and recommend promotions, reassignments, or other status changes of assigned personnel. Resolve informal complaints of employees. Provide direction to personnel in managing their respective sections and offers advice and guidance in handling unique problems. Monitor all activities within CT/X-ray Diagnostic Imaging Service; analyze organizational, technical, and administrative problems, and take appropriate action as required to ensure efficient and effective program operations. Advise employees of performance requirements and keep them informed of their progress in meeting these requirements. Identify continuing education and training needs. Hold corrective interviews with employees regarding inadequate performance or conduct and recommend disciplinary action when appropriate. Participate in management of human resources for the Imaging Department including selection, promotion, performance appraisal, and award and promotion systems. Regularly set objectives for self, staff, and the department. Monitor and evaluate objectives to use time effectively and meet deadlines. Communicate with union representatives on matters involving employees. Implement provisions of personnel management programs where well-established procedures exist such as EEO, career development plans, departmental policy and procedures, award and incentive programs, grievance procedures and safety practices. Conduct monthly staff meetings to exchange information, discuss policy and procedure changes, safety and medical center issues, and offer training opportunities. Coordinate the integration of the Radiology Department functions with other aspects of overall patient care. Participate in the development/revision, implementation, and communication of goals, policies, and standards for the department. Work with nursing and other clinical supervisors in addressing radiology service issues and to support the maintenance of high-quality patient care. Recommend action to the Service Chief and the Diagnostic Imaging Supervisor regarding equipment purchases, modifications, and construction within the department. Provide technical information when requested and assist in planning new construction projects. Participate in quality performance/improvement activities and ensure compliance with Joint Commission requirements for activities under area of responsibility. Quality assurance activities include image quality assessment and continual review and update of protocols and techniques. Responsible for the technical aspect of CT and X-ray imaging equipment operation and safety and implementing recommendations of the radiology safety committee. Perform daily checks on all CT/X-ray equipment and electronic imaging chain to verify and clear any errors in the archive system or assist in resolving equipment issues. Ensure quality assurance of the image (positioning/label/technique/ network information) prior to transmission to the PAC's (picture archiving) network. Perform integrity checks of image transmissions and verify all images are received. Troubleshoot problems with all imaging equipment including PAC's. Perform daily reconciliations of image data and demographic information in the archive. Assists with daily maintenance of imaging systems as they relate to the proper acquisition of data/images from modalities. Coordinate the testing of radiology equipment by in-house engineers and/or outside manufacturers and health physicists. Coordinate the preventive maintenance program and service contracts for CT and X-ray equipment within the department. Practice hospital safety, infection control, universal precaution, and use As Low As Reasonably Achievable (ALRA) principles in radiation safety in accordance with age and/or gender specific departmental guidelines. Assist in developing policy and procedure for technical staff with input from the Diagnostic Imaging Supervisor, Service Chief, and Quality Management Technologist. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. BASIC REQUIREMENTS. 1. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.) 2. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT). Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. 3. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field. Loss of Credential. An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment. 4. English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). GRADE DETERMINATIONS. In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates: 1. Supervisory Diagnostic Radiologic Technologist GS-10. Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies described at that level. 2. Demonstrated Knowledge, Skills, and Abilities. The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): i. *Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to evaluate quality management procedures and processes. iii. *Ability to analyze and use data effectively to manage workload, quality, performance, and productivity. iv. *Skill in developing new policies and guidelines as needed. v. Skill in problem solving and conflict resolution. Note:Clearly describe how you meet these KSAs in your resume; we cannot make assumptions regarding your experience. Preferred Experience. 5 years of CT and/or X-Ray experience. 1+ year of supervisory experience preferred but not mandatory. Bachelor's degree preferred but not mandatory. The work requires moderate lifting and carrying (15-44 pounds); straight pulling (2 hours); pushing (2 hours); reaching above shoulder; use of fingers; both hands required; walking (8 hours); standing (8 hours); kneeling (1 hour); repeated bending (8 hours); ability for rapid mental and muscular coordination simultaneously; and hearing (aid permitted). There may be exposure to dust; radiant energy; electrical energy; working around machinery with moving parts; working alone; protracted or irregular hours of work; and on-call scenarios.
