THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS SPECIALIST-Title 5, Position Description Number T5903100 and is part of the WI 115 FW, Wisconsin Air National Guard. This position is in the Exceptive Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"

Duties

Receives information on computer and communication requirements needed, coordinates requirements with internal and external customers involved and analyzes, plans, and designs data, video and voice networks carried over various transmission systems such as multichannel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios as well as fiber optic and copper cable systems. Manages local operating frequency assignment and control program. Provides technical guidance and direction for different aspects of radio frequency spectrum analysis. Identifies and corrects network problems and identifies transmission deficiencies in planned or currently operational networks. GENERAL EXPERIENCE: A new hire applicant must have competent experiences that are commensurate and/or equivalent to the Telecommunications Program business with demonstrated understandings of the program's principles and concepts, as defined by the NG Title 5 Excepted Service Series GS-0391 position descriptions. All on-board NG Title 5 Excepted Service employees, assigned to Series GS-0391 Telecommunications positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level. SPECIALIZED EXPERIENCE: To qualify for the GS-0391-11 position, applicant for appointment to the ANG Telecommunications Specialist GS-0391-11 position located in the ANG Wing Air Control Squadron (ACS), the position must be a valid, funded, and vacant Title 5 Excepted Service manpower authorized position requirement. An applicant must meet the position's specialized experiences and competencies in planning and designing the Information Technology (IT) networks and telecommunications required to support the ACS Weapon System, specializing in the interconnection and integration of tactical radar sites and other participants of the Weapons System; and, to analyze, monitor, and optimize their performances, securities, and capacities during peacetime and wartime operations. Experiences included providing information technology and telecommunications functions and services which support programs essential to Air National Guard daily operations, training, and readiness missions. Skilled in planning and coordinating mission accomplishments and training requirements for ACS members. Skilled in analyzing, planning, and designing data, video, and voice networks carried over various transmission systems such as, multichannel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios; as well as, fiber optic and copper cable systems. Able to design, configure, and optimize router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through asynchronous transfer mode (ATM), as well as military and commercial multiplexers. Experienced in developing and publishing communication plans, such as network priorities; network designs and configurations (IP addresses and phone numbers); secure and un-secure circuits; and, equipment architecture and layout for employment of computer and telecommunications systems to support in-garrison and deployed operations. Relates mission requirements to existing technology, policies and priorities, systems capabilities, available technology and services, operating practices and procedures, equipment and staffing requirements, to provide network services that support operational requirements. Experiences included work in local operating frequency assignments and control programs. Provided technical guidance and direction for different aspects of radio frequency spectrum analysis. Competent to determine the compatibility of frequency assignments for fixed station and/or mobile radio, radar, satellite links, and other systems used by the military. Skilled competencies in coordinating frequency assignments with unit spectrum managers, local Spectrum Managers, ANG Headquarters, MAJCOM Spectrum Management personnel and other agencies such as Federal Aviation Agency. Able to utilize automated software tools to manage spectrum for associated squadrons. Experienced in conducting transmission path analysis (path profiling) with various computerized programs. Skilled in determining mission requirements and requesting hardware and network configuration resources, such as: Internet Protocol addresses, voice switch, and data link configurations from internal and external agencies to support contingency and/or training networks. Experienced in working with Defense Information Systems Agency (DISA) and Major Commands (MAJCOMs), or other agencies to coordinate operations between associated units and the Global Information Infrastructure. Able to identify and correct network problems and identify transmission deficiencies in planned or currently operational networks. Has knowledge and under-standing of the operating characteristics of communications equipment, services, and systems in order to provide guidance and direction pertaining to network systems and circuits of communications equipment/systems. Knowledge of network systems and telecommunication systems technology and operations, sufficient to design, plan, manage, install, integrate, test, maintain, and/or execute network and telecommunications systems, services, or operations needed to satisfy the mission requirements. Skilled in how the network and communications systems interacts with and affects the overall weapons system. Has comprehensive knowledge of a wide range of IT concepts, principles, methods and practices to plan and provide network services that support mission requirements. Skilled and knowledgeable of a wide variety of telecommunications systems, technology, and operations, as well as methods, procedures, regulations and other guides that relate to a particular area. Has an in-depth knowledge of hardware, software, network operations functions, packet switching communications protocols, and diagnostic tools to gather and analyze difficult and complex system and end user problems, furnish assistance, and provide a resolution. Knowledgeable of the mission, objectives, terminology, and management practices in the organization to recognize probable areas of interaction and overlap between proposed and existing systems. Skilled in applying DOD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, and design changes. Understands the overall network and communication architecture and overall project scope to evaluate new systems. Experiences include work in maintaining work center training programs. Understands on-the-job training (OJT) requirements and skilled in maintaining OJT records
