The primary purpose of this position is to assist the Education Services Officer (ESO) in providing professional and
specialized administrative and technical assistance in the development of the education services program at Eglin AFB.
Duties
Manages programs such as basic and advanced skills education, post-secondary, or learning centers in an
installation-level education services program.
Serves as primary Test Control Officer (TCO) for the Air Force Institute Advanced Distributed Learning
(AFIADL) testing program and Defense Activity for Non-Traditional Education Support (DANTES).
Cost Center Manager for the military Tuition Assistance (TA) program and Government-Wide Purchase Program
(GPC).
Performs staff assignments related to program planning, monitoring and/or coordination of education
activities between the functional area staff, Military Equal Opportunity/contractors and HQ AFMC.
Participates on teams, committees and panels in support of special projects or programs.
Serves as the Quality Assurance Evaluator (QAE) for contractors that are part of the Customer Services
contract.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include career planning, educational and interest testing, and professional military education.
It also includes managing programs such as basic and advanced skills education, post-secondary, or learning centers in an
installation-level education services program.
OR
EDUCATION: Completed Ph.D. or equivalent doctoral degree in the major study in fields related to the position or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit copies of your transcripts with your application if using education as a substitution of experience.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, rules and regulations governing education and training programs. Professional
knowledge of education theories, principles, procedures and practices of post-secondary, adult or continuing
Education programs and their accrediting process.
2. Knowledge of federal financial, budgeting and pertinent processes to prepare budget, obligate expenditures, long
range forecast to serve as primary budget officer with the ability to justify the proposed budget.
3. Knowledge of the military training and education programs, including officer and enlisted programs
available to active duty and retired.
4. Knowledge of Education Service Center organizational infrastructure, mission, work processes and directives to
ensure recommendations are compatible with long and short range plans and goals.
5. Knowledge of budget and resource management to monitor the quality and cost effectiveness of the educational
services program, and assure the adequacy of equipment and facilities used.
6. Analytical ability to perform studies and research in the justification of various courses and training being offered
with the education services program.
7. Ability to apply professional knowledge of various occupations and to furnish support to programs of general
education for adults, including occupational specialty related courses, basic academics, and other adult programs.
8. Ability to negotiate, originates new ideas, advise others, and maintain good working relations.
9. Ability to interpret and converse on the Privacy Act and supporting military and civilian directives, to ensure proper
access safeguard and disclosure accountability reconsiderations.
10. Ability to act as Test Control Officer, developing systems to ensure testing programs are free from loss or compromise
and to ensure proper security, administration, control of test materials are accomplished in a timely and appropriate manner.
11. Skill in written and oral communication and computer programs to present ideas, issues and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: A degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) of the following:
(1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner. (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process.
