This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will serve as the Assistant Plain Writing Officer, Assistant to the Chief, Joint Staff Actions Process - Training Program (JSTP) and Senior Training Specialist. Participates in the administration of a portfolio of professional training curriculums and instructional services that fall under the purview of the JSAP-TP.
Duties
As a TRAINING SPECIALIST at the GS-1712-11/12/13 some of your typical work assignments may include:
Responsible for the development and delivery of Joint Staff training to AOs, Division Chiefs, Branch Chiefs, senior leaders at the General Officer / Flag Officer / Senior Executive Services (GO/FO/SES) level and above.
As the authoritative consultant for Joint Staff decision-making support training, engages with all elements to determine, define, and support changing training requirements and ensure proper alignment of content with the roles and missions of the Joint Staff.
Develops methods of using new training media in designing courses and special course materials in areas where new designs for presenting the materials are needed.
Initiates and establishes instructional policies and quality standards, and develops internal control systems to ensure efficient and effective resource management.
Partners with key Joint Staff Directorates, including the Joint Force Development Directorate (J-7), to update and make available training handbooks, guides, and information sheets on a web-based presence.

Qualifications
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Tracking, hosting, and arranging training opportunities in a web based training management system
Providing initial and sustainment training, and continuous assistance and guidance
Developing goals, plans, approaches, operational methods, and content for career development
OR
B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related;
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
GS-12: You may qualify at the GS-12 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Managing training programs, functions and processes
Tracking, hosting, and arranging training opportunities in a web-based training management system
Developing goals, plans, approaches, operational methods, and content for career development
GS-13 - You may qualify at the GS-13 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Authoritative consultant that plans and develops experimental programs, evaluates results, and uses the findings in planning, developing, and installing new or modified programs
Discusses, justifies, and proposes changes to training policy
Provides initial and sustainment training, and continuous assistance and guidance
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience .In addition to meeting qualifications,

Education:

Experience:
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
