About the Position: This is a Librarian, GS-1410-11 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Executive Office.
Duties
Plan, direct, and execute all facets of library program operations, providing for the specialized information needs of engineers, scientists, attorneys, and other professionals.
Perform literature searches that include subject bibliographies, primary and secondary source materials, and government documents.
Consult with user to define requirements, narrow and define area of subject matter interest to target searches, reduce time and cost while assuring greater precision in meeting specific requirements.
Responsible for the library collection development and management.
Review and select books, serials, reports, online services, and other products using critical judgment skills to select the best and most, cost-effective options to meet District needs.
Plan, implement, and manage the integrated library system (ILS) containing specialized text and data used to update the status of holdings.
Evaluate and improve methods of procurement, collection development, and organization and distribution of all types of information materials.
Develop internal library policies and procedures.
Advise technical and administrative staff on library policies, programs, objectives, and services.

Basic Requirement for Librarian: Degree: Bachelor's degree (or higher degree) in library science.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Planning and managing an integrated library program. AND 2) Performing comprehensive searches of source materials. AND 3) Collecting and cataloging information into a hardcopy or electronic library. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
