As an Assisted Acquisition Project Manager, you will you will be managing projects on behalf of federal agencies throughout the Region six clients in the area of IT and Professional Services.This position is located in the location is Gloucester, VA. The (Region 6Q) FAS/Office of the Regional Commissioner  is responsible for Assisted Acquisition Services (AAS), GSA Heartland Region 6, in GSA's Federal Acquisition Service.

Duties

Develops Inter-agency Agreements between FAS and the customer agency in a fee-for-service reimbursable environment. Has an understanding of all contract types and works with the contracting officer applying the correct contract type to the customer requirement. Assists in the preparation of acquisition documentation such as market analyses, acquisition plans, and Determination & Findings. Coordinates with contracting officer on the acquisition strategy which best fits the customer requirement. Stays current on new technologies and acquisition methods in federal procurement. As a Senior Project Manager he/she prepares supporting contractual documentation against established contracts that may include market analyses, Determination and Findings (D&F), and other documents depending upon the type of task/contract. Develops short/long-range plans on technical service requirements and assist in acquisition planning for Government agencies within the geographic area of responsibility. Develops resource allocations to meet workload demands. Establishes agency contacts and makes presentations on service offerings and promotes the uses of available reimbursable services. Incumbent develops or coordinates development of solicitation information material required for the project. He/she conducts market research and generates and validates Independent Government Cost Estimates (IGCE). Incumbent, along with customer agency’s Contracting Officer Representative (COR), monitors and manages contractor performance and advises the contracting officer of performance related issues. Performance is managed, and documented, in accordance with the Performance Work Plan/Statement of Work and Quality Assurance Surveillance Plan.

Qualifications

Specialized experience is performing full life cycle project management for IT or Professional Services products and services to include: providing technical and acquisition advice; analyzing and developing technical customer requirements formulating and executing budget and project schedules performing contract administration and procurement tasks including monitoring contractor performance identifying and resolving acquisition problems/issues
