This position is a Program Support Assistant that is organizationally aligned in the Education and Learning Service at the Harry S. Truman Memorial Veterans' Hospital, Medical Center, Columbia, MO. Incumbent provides support to the Designated Learning Officer (DLO) in all areas of employee education and manages the administrative functions for the Medical Center's Learning Organization (LO).

Duties

Fund Control Points, Contracts and Equipment (40%) Incumbent manages fund control points for Learning Organization control points, including accounting for funds obligated and spent, reconciliations and keeping the DLO informed regarding available balances. Serves as point of contact for all LO purchase requests. Responsible for avoiding obligation of funds in excess of available resources; determining the availability of funds before any l1ability has incurred. Interacts with stakeholders and vendors to resolve accounting and training invoice discrepancies. Assists with developing training and education budgets. Serves as Contracting Officer's Representative (COR) for all contracts involving employee education, training and organizational development. Assembles and submits acquisition packages and manages LO contracts in accordance with Federal Acquisition Regulations (FAR). Manages control point obligations for designated contracts and projects. Initiates, assembles and submits LO equipment requests packages into the Strategic Equipment Planning Guide (SEPG) and enterprise Equipment Request (EER) portals. Manages LO equipment inventory. Office Automation (40%) Uses personal computer or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents, produce correspondence, memoranda, policies, forms, reports, create or maintain spreadsheets or databases, etc:, In support of education, training and organizational development. Provides assistance in developing specific formats and data displays using a variety of databases and/or spreadsheet application programs for the purpose of providing employee information to management as required. Prepares routine correspondence and meeting minutes using word processing package. Serves as Automated Data Processing Application Coordinator (ADPAC), including electronic Permission Access System (ePAS) coordination. Serves as LO SharePoint site content administrator, including site development, content and maintenance. Serves as primary timekeeper, including payroll software and detailed knowledge of time and leave requirements. Administration and Processing (20%) Assists DLO by responding to routine questions across various functional areas of the LO. Supports DLO and LO team members with actions, projects and reports. Coordinates and compiles data for a wide-variety of recurrent and non-recurrent weekly, monthly, quarterly and annual reports, Serves as point of contact to assist staff with on line library database searches, reference materials, and Inter-library borrowing. Maintains liaisons with affiliated health sciences library and with VA library cohorts. Maintains LO's medical library SharePoint site as a repository for library information, tools and resources for staff. Prepared and distributes meeting agendas and minutes. Serviced as Records Control Liaison and maintains system of records in accordance with the Records Control system (RCS). Coordinates LO training calendar, classrooms schedule and logistics. Manages LO supplies and inventory. Services as back up Talen Management System (TMS) Coordinator for the Medical Center and assists the TMS Domain Manager in all aspects of TMS to include creation of accounts, merging accounts, password resets, etc. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Support of internal/external stakeholders, implementation or routine program logistics, participation in team activities, use of electronic communications and technology, preparation of reports and program documentation, support of budget activities and data collection/input activities, Timekeeping Clerk, Control Point Clerk, Automated Data Processing Application Coordinator (ADPAC) and Talent Management System (TMS). You will be rated on the following Competencies for this position: ClericalComputer SkillsControl of FundsCustomer Service (Clerical/Technical) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands are required. The work is primarily performed while sitting, however, some light physical exertions, such as walking, standing, bending and carrying lightweight items may be necessary.
