You will serve as a Transportation Operations Specialist in the N31 Port Operations of NAVAL BASE VENTURA COUNTY.

Duties

You will monitor utilization, maintenance and inventory accountability. You will plan, coordinate and implement new processes to resolve problems and provide sound advice to management. You will provide training and guidance to staff in the use of transportation systems and reporting programs. You will establish performance metrics and develop statistical/narrative performance measurement criteria to monitor, manage and substantiate the effectiveness of the Product Line products and services. You will assist Senior Transportation Specialist in budget preparation and execution.

Requirements

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing statistical analysis on command performance indicators and metrics to determine trends, corrective actions, and predict future requirements and/or process changes; 2) Compiling data from information management systems to analyze vehicle statistics, usage and fleet requirements; 3) Establishing and tracking performance metrics to ensure quality products and services are delivered; 4) Analyzing costs and work indicators to prepare metrics and assist in developing phasing plans. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
